- COMBINED SYNOPSIS/SOLICITATION #:��� N0017824Q6906 Submitted by: Susan Madison NAICS Code:� 336340 FSC Code:� 1680 Anticipated Date to be published in SAM.gov:� 17 July 2024 � Anticipated Closing Date:� 19 July 2024 Contracts POC Name:� Susan Madison Telephone#:� (540) 613-3296 Email Address:� susan.h.madison.civ@us.navy.mil Code and Description:� 1680 � Miscellaneous Aircraft Accessories and Components This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.��� Synopsis/Solicitation N0017824Q6906 is issued as a Request for Quotation (RFQ).� The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached DD1155.� The DD1155 form is being utilized to generate the applicable clauses from the Standard Procurement System.� This requirement is not eligible for small business set-aside. Material must be TAA compliant. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to award on a sole source basis to York Precision Machining and Hydraulics, LLC manufactured products.� The design and build of one (1) updated design of Hydraulic Brake Cylinder, Part Number: 0260195001, which will be produced, tested and inspected.� The offeror shall ensure they can provide the requirements stated in the attached Statement of Work (SOW).� York Precision Machining and Hydraulics, LLC is located in York, Pennsylvania. York holds the previous design used in the OK-410 (V)1 and (V)3 with a rate of 1 in 15 years and an overall rate of 3 in 30 years.� The proposed York design is a modified version of their existing (V)1 and (V)3 cylinder design.� This design meets the improved requirements and specifications of the (V)4 cylinder allowing it to be a direct form/fit/function replacement for the current (V)4 cylinder.� The current (V)4 design is similar, however not sustainable as emerging failures continue to drive casualty reports (CASREPs).� York will modify their previous design allowing it to adapt from (V)1 and (V)3 applications to give Form, Fit, and Function (F/F/F) capability in the (V)4. This design is a �direct replacement� design for a part for the existing (V)4 cylinder/equipment and will replace the current source of supply once qualified.� Without the ability to source the brake cylinder from York, the current original equipment manufacturer (OEM) of the overall Unit 151 OK-410 (V)4, the government will continue procuring from the failing vendor.� Please include shipping/freight cost to Damneck, VA 23461-2097. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.� The order shall be firm fixed price.�� All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency.� The completion and submission to the Government of an offer shall indicate the Offeror�s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data as well as published pricing.� Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).� Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.
