PRE-SOLICITATION NOTICE **NOTICE OF INTENT TO SOLE SOURCE NOI-NIAID-24-2230298 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Roche Diagnostics Corporation to provide: KAPA Hyper, Probe and Hybrid kits/reagents Shipping/Handling fees to Gaithersburg, MD The Research Technologies Branch provides intramural scientists with state-of-the-art facilities and expertise in flow cytometry, microscopy, and genomics. The RTB Genomics Research Section (GRS) regularly performs state of the art research for clinicians and researchers within the DIR towards the NIAID goal of the discovery of new diagnostics, therapeutics, and vaccines against human disease. The reagents in this order are required for targeted sequencing of viral DNA and RNA. More specifically, this research makes use of Roche�s HyperExplore capture libraries and associated reagents for the detection, identification, and discovery of known and emerging viruses. These Roche items are custom-designed by the lab to match ongoing sequencing projects that the Genomics Research Section completes with NIAID researchers. The purpose of these reagents is to detect and partially recover viruses that are known to infect vertebrates, including viruses such as SARS CoV-2, other Corona viruses, Ebola, Marburg, etc. The HyperExplore bait library and associated reagents allow for enrichment of virus from a variety of host samples. Furthermore, the capture libraries and associated reagents facilitate high-throughput virus screening/detection and dramatically reduce overall sequencing costs. Roche�s HyperExplore bait library is unique compared to other vendors offering similar approaches because Roche designs the oligo capture probes against both strands of virus sequences, increasing efficiency and overall success. This particular virus enrichment process has been customized for the research focus of RML�s Laboratory of Virology and continues to be necessary for virus identification of existing and emerging infectious agents. Using only approved customer designed reagents will protect the investment of the laboratory in both the equipment and the research in progress. The Roche reagents are designed, manufactured, and assembled by Roche Inc to specifically capture virus DNA/RNA for sequencing. The company is the only individual manufacturer of the dual-stranded custom reagents and libraries. These products are created by, and quality checked by manufacturer-certified technicians. Failure to use Roche�s kits and supplies could compromise the samples within the lab as enrichment would not be able to be performed and sequencing data would be compromised as it will be all host sequences rather than the desired and enriched viral sequences and run the risk of catastrophic failure of the sequencing runs, and total loss of research items and samples, some of which have taken years to collect. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov by July 23, 2024 at 5:00 pm ET. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
