The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � INL is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for DOS. �INL programs in Pakistan are focused on law enforcement, counternarcotics, justice, and corrections development at the national, ministerial, and provincial levels. �Due to increased security concerns and the requirement to reduce the number of personnel assigned to Embassy Islamabad, INL/EA has had to expand its Washington D.C. capabilities and staff to accomplish these critical tasks.� The Pakistan Counternarcotics Advisor will support and advise INL/EA and INL-Pakistan in its efforts to ensure continued program oversight and monitoring through compliance and appropriate oversight of INL counternarcotics, border security, and maritime security in Pakistan. �The position will also track and analyze foreign policy developments in Pakistan related to counternarcotics, border security, and maritime security issues. �The position will advise post on counternarcotics, border security, and maritime security issues as well as track, coordinate, and analyze a wide range of data sets, metrics, and reporting elements related to the oversight of Pakistan border security programs in excess of $20 million annually. �The incumbent will provide strategic guidance to INL and embassy Islamabad on counternarcotics, border security, and maritime security issues, as well as Pakistan monitoring and oversight related to the border security programs. DUTIES & RESPONSIBILITIES Under the direct supervision of the Washington-based South and Central Asia (SCA) Team Lead or his/her designee, the Pakistan Counternarcotics Officer will perform the following duties: 1.�� �Manage duties that are significantly varied and require many different unrelated processes and methods that are applied to a broad range of problems/situations in Pakistan that require a substantial depth of analysis.� 2.�� �Make recommendations for the Pakistan counternarcotics and border security programs that must be made involving major areas of uncertainty in approach, methodology, interpretation and evaluating processes.� 3.�� �Successfully handle continuing changes in the Pakistan counternarcotics program, including technological developments, unknown phenomena, or continuing requirements.� 4.�� �Establish new techniques, criteria, or research new programs for Pakistan counternarcotics portfolio.� 5.�� �Problem solve issues in the Pakistan counternarcotics portfolio that directly affect the accomplishment of principle program goals and objectives.� 6.�� �Plan the most significant aspects of Pakistan border security and counternarcotics programs in coordination with other stakeholders at the Department and throughout the interagency. 7.�� �Use initiative and resourcefulness in deviating from traditional methods or in researching patterns and trends to develop new methods, criteria, or proposed policies for the Pakistan border security program.� 8.�� �Provide technical advice in the formulation of overall Pakistan counternarcotics and maritime programs and strategies including the planning, development, design, evaluation, and implementation of activities. 9.�� �Establish criteria, formulate projects, and assess program effectiveness of Pakistan counternarcotics programming. This would include investigating or analyzing a variety of challenging conditions, problems, or questions on the ground in Pakistan.� 10.�� �Plan, organize, direct, design and coordinate Pakistan counternarcotics programs and/or projects, in coordination with the embassy and the DC based Pakistan team.� 11.�� �Conduct evaluations to determine the feasibility of various advanced approaches to define concepts and criteria for future Pakistan counternarcotics and border security programs or to resolve major controversial problems in current Pakistan counternarcotics and border security programs.� 12.�� �Develop detailed plans, goals, and objectives for the long-range implementation and administration of Pakistan counternarcotics and border security programs. 13.�� �Develop the criteria for evaluating the effectiveness of Pakistan counternarcotics and border security programs.� 14.�� �When required, perform the role of Duty Officer. 15.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. 16.�� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus, or other USG agencies for a period not to exceed six (6) months.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Grants Officer�s Representative (PY220 and PY222) course through the Foreign Service Institute (FSI) within 120 days of contract start date. � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is Washington, DC. The Pakistan counternarcotics advisor position will require frequent TDYs to Pakistan for program oversight and monitoring.� RELATIONSHIP The Pakistan Counternarcotics Advisor reports to the SCA Team Lead and carries out duties on behalf of the Pakistan Team Lead in conjunction with INL-Pakistan. �The Pakistan Counternarcotics Advisor shall report to and maintain open, timely, and effective communications with the various Department Bureaus and Offices as required, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the SCA Team Lead or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The SCA Team Lead will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. TELEWORK� This is a hybrid position that allows for a combination of in-office presence and regular telework. The incumbent�s actual in-office and telework schedule will be determined by the supervisor and CO and is subject to change based on Bureau or office needs. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM REQUIREMENTS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� �A Bachelor�s degree from an accredited academic institution. 3.�� �Demonstrated experience in developing, implementing, and managing counternarcotics �foreign assistance programs, to include preparation and tracking of budgets, strategy development, grant/contract management, reporting, and monitoring and evaluation. � 4.�� �Ability to communicate effectively, both orally and in writing, with a wide range of players. 5.�� �Ability to work effectively both independently and as part of a team.� 6.�� �Demonstrated experience working with multilateral and interagency partners in the counternarcotics space.� 7.�� �Demonstrated experience working on country-specific and/or regional issues, including knowledge and experience with international counternarcotics issues. 8.�� �Ability to perform under administrative direction with a latitude for the exercise of independent judgment in areas such as program/project management, though not a policymaker. 9.�� �Demonstrated ability to exercise independent judgment in program/project management for counternarcotics programs. 10.�� �Demonstrated ability to influence program policy by reason of recognized expertise in international counternarcotics issues. 11.�� �A minimum of five (5) years of progressively responsible experience in international affairs with a minimum of two (2) years of experience working on counternarcotics programs. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Demonstrated ability to draft comprehensive and timely responses to oversight and Congressional requests for information. . �Demonstrated knowledge of the Department�s budget process. Preferred knowledge in program management and providing strategic program guidance. Factor 2:�� ��� ��� ��� ��� ��� ��� ��� ��� �(30 points) Demonstrated subject matter expertise on international counternarcotics issues, policy, and program implementation. Detailed understanding of counternarcotics issues and challenges and experience developing and implementing programs with U.S. and international partners .� Factor 3:�� ��� ��� ��� ��� ��� ��� ��� ��� �(10 points) Demonstrated ability to liaise effectively with domestic and international partners, such as Department and Bureau partners, members of USG agencies, oversight and Congressional bodies, international organizations, U.S. Embassies, non-governmental organizations, and foreign counterparts. � BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 30 Factor #2 � 30 Factor #3 � 10 Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the GS-13 equivalent level ($117,962 - $153,354 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
