Description
INVASIVE PLANTS HERBICIDE TREATMENT (180 ACRES) HORN and WEST PETIT BOIS ISLAND (Mississippi Sound) SYNOPISIS: Request for Quotations conducted IAW FAR PART 12 ACQUISITION OF COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES and PART 13 SIMPLIFIED ACQUISITION PROCEDURES. CONTRACT TYPE: Single Firmed-Fixed Price contract PERIOD OF PERFORMANCE: 08/15/2024 to 11/15/2024. SCOPE: Contractor shall furnish all labor, materials and equipment for selective herbicide treatments of invasive plant species, e.g. torpedograss (Panicum repens) and cogongrass (Imperata cylindrica), beach vitex (Vitex rotundifolia), and popcorn tree (Triadica sebifera) infestations in a manner that comply with the technical requirements and quality standards cited in the attach Statement of Work (SOW). ACCESS TO BARRIER ISLANDS: Accessibly only by boat, contractor furnished. Horn Island and West Petit Bois lies off the Mississippi Gulf Coast, Jackson County, Mississippi. Horn and Petit Bois Islands are part of Gulf Islands National Seashore, managed and administered by the U.S. National Park Service. PRIMARY TREATMENT METHOD: Herbicide application via foliar spraying shall be the primary control method used. Foliar herbicide application involves the use of equipment to coat the leaves of target plants with herbicide. Spot treatment, where herbicide is intentionally sprayed on target plants or a broadcast treatment where herbicide is applied at a consistent rate over the entire treatment area. For management of natural areas, broadcasted herbicide application is generally only practiced in areas of very dense invasive vegetation without significant desired vegetation or where the herbicide being used is selective and will not damage desirable plants. The Contractor shall provide field personnel with all supplies and equipment for invasive plant control projects, including transportation to work sites, GPS equipment for collecting site positions, herbicides and adjuvants, sprayers, machetes, hand tools, chainsaws, brush cutters, safety equipment, and suitable communications capability and any other equipment needed to facilitate operational coordination and safety of crewmembers. The Contractor shall perform work according to an approved Safety Plan developed by the Contractor. The Contractor shall adhere to all Federal, state, or local safety regulations pertaining to aquatic and terrestrial plant control operations, as well as transportation operations including but not limited to UTVs, vehicles, and vessels. LOCATION OF INFESTATIONS: Maps are included in SOW Appendix A. APPROVED PESTICIDES: NPS approved pesticides are listed in SOW Appendix B. SET-ASIDE: 100% Women-Owned Small Business under NAICS Code 541620 size standard $19.0 in millions of dollars BASIS OF AWARD: Responsive technically acceptable low-price quotation or offer. REQUISITE LICENSE/CERTIFICATION: Proof of Mississippi Pesticide Applicator Certification required. The sale and application of certain types of pesticides are restricted by law because of the probability of adverse effects on humans and the environment if pesticides were improperly used. Pesticides classified as ""restricted-use"" may be applied only by or under supervision of applicators certified by the Bureau of Plant Industry as competent and knowledgeable. Such applicators must attend training sessions and pass a written examination before they receive certification.
