- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in?subpart?12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2024-05, effective as of 22 April 2024.� Announcement Number: 95332424Q0059� Title: Assistant General Counsel � Office of the General Counsel� Position Information: Full-Time Personal Services Contractor (PSC)� One (1) year base period (2,087 hours per year), renewable for up to four (4) one-year option periods at the sole discretion of the Government.� Pay Band: Equivalent to the following:� Assistant General Counsel 2D ($79.14 - $103.69 pers hour)� Note: The PSC will receive a pay supplement of 15% of the employee�s direct labor cost in lieu of fringe benefits.� Closing Date for Questions: Wednesday, July 31, 2024 at 10:00 A.M.� EDT� Questions must be submitted via email to Sarim Baig, baigs@mcc.gov and Regina Maxwell, maxwellre@mcc.gov.� Submission Deadline: Friday, August 16, 2024 at 10:00 A.M.� EDT� Submissions must be submitted via email to Sarim Baig, baigs@mcc.gov and Regina Maxwell, maxwellre@mcc.gov.� Position Security Level: Public Trust� Who May Be Considered: U.S. citizens� Place of Performance: MCC Headquarters in Washington, DC. and/or at the PSC's office or home of record. Multiple awards may result from this solicitation. All quotes will be retained and may be utilized for requirements for a period of 12-months after the RFQ deadline.�� Type of Contract: Time-and-material (T&M) with One (1) One-Year Base Period and Four (4) One-Year Option Periods.� Scope:� The Millennium Challenge Corporation (MCC) seeks an Assistant General Counsel to provide support for the Office of the General Counsel (OGC). This PSC position is located in the Office of the General Counsel (OGC), Millennium Challenge Corporation (MCC). OGC's mission is to provide full-service legal support for all requirements driven by MCC's mission.� The PSC serves as an advisor and technical resource to MCC officials and employees by providing ongoing support and legal advisory services with respect to complex and difficult questions of U.S. and international law, as well as regulations, policies and related MCC operational program issues. Assistance is often rendered in support of multi-disciplinary projects related to sensitive or complex public policies of national or international significance that have multifaceted legal aspects and involve controversial issues. Coordinates team efforts as well as outside counsel/consultants to develop, negotiate, implement, monitor, and close out development assistance programs and projects.�
