- (i)� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� �The solicitation number is 75N95024Q00445 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; �and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of The National Institute on Aging (NIA) intends to negotiate and award a Firm Fixed Priced contract without providing for full and open competition (including brand-name) for CLARIOstar Plus Microplate Reader and any authorized resellers. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The essential characteristics that limit this to Brand Name is that only this suggested plate reader has the essential characteristics such as; Fluorescence Intensity Detection, Luminescence Detection, UV/Vis Absorbance Detection, Tunable dichroic mirror, LVis plate for Low-Volume Nucleic Acid Detection, Atmospheric Control Unit, and Capable of acquiring kinetic data at 100Hz. No other plate reader has all of these combined abilities. (iii)� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-05 dated May 22, 2024. (iv)� �The associated NAICS code 334516 � Analytical Laboratory Instrument Manufacturing Manufacturing and the size standard in number of employees is 1,000. (v)� � This requirement is for CLARIOstar Plus Microplate Reader (vi)������ Background: The National Institutes of Health (NIH), National Institutes on Aging (NIA) focuses on studies surrounding aging. Circadian clocks are endogenous timekeeping mechanisms that regulate 24-hour rhythms in behavior, metabolism, and immune function, anticipating daily environmental changes. With age, these rhythms decline, potentially contributing to the gradual deterioration of homeostasis and the development of diseases. Major goals of the CBAU include identifying molecular mechanisms behind age-related circadian clock disruptions, evaluating interventions to restore rhythmic networks in aging mammals, and investigating their systemic impact on the hallmarks of aging. Incorporating advanced technology, such as the CLARIOstar Plus microplate reader, will broaden the scope of studies conducted at the NIA. This reader will enable the use of the Per2: Luc reporter, widely employed to assess circadian rhythms, in cell cultures for extended periods. These experiments will provide preliminary evidence on how cellular senescence affects circadian rhythms in an isolated environment and can be expanded to tissue explants. Additionally, we will test small molecules that promote circadian rhythms in aged or senescent cells. Overall, incorporating this technology will position the NIA at the forefront of research on aging circadian clocks, their role in the onset of chronic diseases, and provide a platform for screening compounds that can delay age-related decline, ultimately promoting healthier longevity. Purpose: To procure CLARIOstar Plus Microplate Reader Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services,qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the requirements of the purchase description. Specific Requirements: The specific requirements are listed below: ?��������� CLARIOstar Plus Base Unit, includes fluorescence intensity detection (1 unit) ?��������� Absorbance Spectrometer (1 unit) ?��������� Luminescence (1 unit) ?��������� Atmospheric Control Unit (1 unit) ?��������� Bottom Reading (1 unit) ?��������� Standard Incubation (1 unit) ?��������� LVis Plate (1 unit) OTHER ?��������� Manufacturer's Warranty (1 unit) ?��������� Control and Evaluation Software (1 unit) ?��������� Installation and Training (1 unit) (vii)��The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated delivery is: 4-8 weeks after receipt of award (viii)� �The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
