- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL O�����R OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Institute on Aging intends to negotiate and award a purchase order of QuantStudio 7 Pro Real-Time PCR System (96-well) with computer and training to: Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA, 92008. The essential characteristics of the QuantStudio 7 Pro Real-Time PCR System (96-well) with computer and training that limit the availability to a sole source is its ability to seamlessly coordinate, connect, and interface with existing systems. This compatibility is achieved by utilizing the samen chemistries, consumable reagents, calibration plates, software analysis, and preventive maintenance service agreements, thereby minimizing experimental inconsistencies between wells and equipment. Only this specific source can fulfill these requirements, as the QuantStudio PCR instruments are already in use within our collaborating network at NIA and must coordinate with this purchase. The new instrument must be compatible in all aspects (form, fit, and function) with the existing systems currently installed, which include: QuantStudio 7 QPCR system Two QuantStudio 5 QPCR systems QuantStudio 6 Pro QPCR system Two QuantStudio 3 systems The new system must utilize the same chemistries, consumable reagents, calibration plates, and software analysis to ensure seamless integration and coordination with the existing QuantStudio equipment. The RNA analyses require accurately calibrated and well-maintained instruments for performing large scales analyses, often using very precious samples. The instrument will be fully supported by the vendor, including preventive maintenance agreements, parts and calibrations included in the service contract. This is critical to our mission and to obtaining accurate and reproducible scientific results. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. DESCRIPTION OF REQUIREMENT Project Description See Attachment 1 � Purchase Description Purpose and Objectives The purpose of this requirement is to procure a QuantStudio 7 Pro Real-Time PCR System (96-well) with computer and training CLOSING STATEMENT This synopsis is not a request for competitive proposals, however, interested parties may submit a capability statement for consideration. � Responses to this Notice must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 09:00 AM EDT July 24th, 2024.
