Description
This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) is observing the global ocean and its interaction with the atmosphere is one of the main missions of the PMEL. To fulfill this mission, PMEL personnel frequently deploy ships and uncrewed surface vehicles (USVs) in many parts of the global oceans. In many of these ships and USV deployments, mean surface state variables are observed that allow estimates of air-sea exchanges of energy, momentum, and gases using standard method of parameterization. High-quality surface flux measurement requires sensors of high sampling frequencies (>20 Hz). These sensors are not available onboard most PMEL research cruises and USVs.� Working with scientists and technicians of other OAR labs and academic institutes, PMEL is poised to explore the feasibility of measuring air-sea fluxes using high-frequency sensors on our research cruises and USV deployments. This procurement request is one component of the exploration. INTENDED USE/PURPOSE: Estimates eddy-covariance air-sea fluxes from ships and uncrewed surface vehicles (USVs) in various parts of the global oceans need to measure high-frequency 3-dimensional wind along with other variables. Gill 23 R3-50 3D Research Sonic Anemometers are essential components of the sensor packages for surface flux measurement. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: The following technical specifications must be met to satisfy the requirement of eddy-covariance measurement of air-sea fluxes: - 3-dimensional wind at sampling frequencies: ? 20 Hz in all three directions - Wind speed range: 0 - 45 m/s or above - Wind speed resolution: 0.01 m/s or higher - Wind speed accuracy: <1%RMS @ 12 m/s - Wind speed offset: < |�0.01| m/s - Wind direction range: 359? - Wind direction resolution: 1? - Wind direction accuracy: < |�1?|RMS - Sound measurement rate: 50 Hz - Sound measurement range: Above 300 m/s - Sound measurement resolution: 0.01 m/s - Sound measurement accuracy: < |�0.5|% - Operational ranges: ������������� Temperature: - 40?C � 60?C ������������� Humidity: 5 � 100% ������������� Rainfall: up to 300 mm/hr - Compatible with LI-COR LI-7500DS HO2/CO2 sensors for surface latent heat flux measurement - Portable and easy mount on ships and USVs - Well-documented track records of operational applications DELIVERY SCHEDULE: Deliver by September 1st, 2024. The North American Industry Classification Code (NAICS) is 334519 with a size standard of 600 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non- profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
