- THIS IS A SOURCES SOUGHT SYNOPSIS � FOR PLANNING PURPOSES ONLY The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Government Certified 8(a) Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, HUBZone small businesses, or Small Disadvantaged Businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research only.� Depending on market research and other influences, GSA anticipates issuing a solicitation for this project around Winter/Spring 2025.� This is not a request for offers or proposals. The Government does not intend to award a contract based on responses and the Government is not obligated to and will not pay for information received as a result of this announcement. Project Location International Falls, Land Port of Entry 2 Second Ave International Falls, MN 56649 Project Description The anticipated project is a new land port of entry on the northern border in Minnesota. The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. The intended delivery method is General Contractor (GC) services. The Department of Homeland Security (DHS) - Customs and Border Protection (CBP) is the current tenant, and the Department of Agriculture Plant Protection and Quarantine (USDA) and U.S. Food and Drug Administration (FDA) will be joining CBP as new tenants at the new LPOE.� The existing facility was constructed in 1993, and operates 24 hours a day, 7 days per week. Although the existing Land Port of Entry is only roughly 30 years old, it was designed and constructed several years before the creation of� DHS which resulted in significant changes to the way business operations occur at the border. This project represents an opportunity to support the supply chain; International Falls has the highest traffic volume of any port in Minnesota. In 2021, the port facilitated over $12 billion worth of trade. By redesigning and expanding the port�s infrastructure, the port will be able to accommodate higher volumes of trade.� The project will meet LEED Gold certification or higher. We will use environmentally preferable products, protect and conserve water, and enhance indoor air quality. The newly designed port will increase vehicle and pedestrian processing efficiency and capacity; reduce traffic queues and delays in both directions; minimize conflict points among passenger vehicles, commercial vehicles, trains, buses, and pedestrians; add a functional secondary inspection area for commercial vehicles; and accommodate safety, security, technology, and future demand. The site expansion will also provide area for additional customer tenant agencies, including the U.S. Department of Agriculture (USDA) and the Food and Drug Administration (FDA). Delivery Method Design-Bid-Build / General Contractor (GC) Scope Summary The construction scope of work includes all labor and materials required for the General Contractor (GC) to provide construction services for the International Falls Land Point of Entry project. The services requested of the GC shall cover a wide range of construction activities, as defined below. Project Description & Approach GSA envisions a highly collaborative approach for this project where the GC works closely with all stakeholders to deliver a project which meets the expectations and needs of the team members and also GSA�s requirements. The project is to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The GC will be selected through a best value / tradeoff selection process. During construction, the GC will work in close consultation with GSA, stakeholders, A/E, and construction manager as agent to ensure that all of the goals are addressed and that best value practices are utilized. The GC will participate in an informal partnering process throughout construction to promote successful project development and execution including an enhanced project kick-off meeting. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA. The GC�s proposed firm-fixed-price for construction shall include all labor and materials required to provide construction services for the International Falls Land Point of Entry project. The GC shall have complete responsibility for all construction related to the project scope. The project is funded under the Bipartisan Infrastructure Law and the Inflation Reduction Act. Project Delivery Schedule Construction NTP is estimated to start in October 2025 with approximately 1120 calendar days for the overall project construction. Unique Situations/Risks The budget and schedule have been identified as significant risks. The need for continuous operation of the neighboring Packaging Corporation of America (PCA) paper mill as well as CBP during construction presents unique challenges for the GC teams on the project. The paper mill and CBP border crossing will remain fully occupied and operational during construction. No avoidable adverse impact on tenant mission or neighboring stakeholders will be acceptable. In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA�s Inflation Reduction Act Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements are encouraged to reach out to the point of contact listed below. Size Standard Sources are being sought for firms with a North American Industry Classification System (NAICS) of 236220 - Commercial and Institutional Building Construction.� The small business size standard for NAICS code 236220 is $45 million in average annual receipts over the past three (3) years. The estimated total construction costs for the project falls within the approximate range of $184,000,000 to $194,000,000. It is anticipated that the Request For Proposal (RFP) will be posted to Federal Business Opportunities (SAM.gov) during the late Winter/Spring 2025. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No additional information will be available before the solicitation is posted. � Responses Firms interested in this effort must be able to demonstrate past experience on no more than three similar projects, which shall include a description of their experience(s) partnering with architecture/engineering firms on the projects noted. A similar project is defined as a project similar in size, type and complexity. To be considered similar in size, the projects should exceed $170,000,000 for construction services. Projects must also be completed or substantially completed in the last ten years. The projects should include new construction of commercial or government facilities. The schedule of construction services should span multiple years. The scope of services provided should include demolition, site, roadway, utility, landscaping, structural, architectural, mechanical, plumbing, life safety systems, electrical, and interior finish work. Projects or programs which are for residential use or span multiple sites are considered less similar and will not be considered for the purpose of this market research effort.� Capability statements submitted by Small Business Concerns will be evaluated based on the content of their responses, and how well their documented past experience meets the definition of Similar. Only firms who sufficiently detail similar past experience will be considered as competitive for the purpose of this market research effort. Interested Small Business Concerns must fully comply with the requests of the capability statement requirements. Greater consideration will be given to experience more similar in scope to this project to help determine the qualifications and capabilities of small businesses interested in proposing on this project.�� Interested small business vendors shall submit their capability statement electronically, limited to ten pages.�The capability statement shall be sufficient in detail to allow the Government to determine the organization's related qualifications to perform the work. The statement shall include:� Business Name Contact information: Point of contact name, Phone number, E-mail address and web address (if available) Business Classification(s) (i.e. SDVOSB, HUBZone, etc.) Active SAM registration printout (single page) - this may be in excess of the 10 pages A statement regarding the company�s interest in performing the work Please provide a narrative including examples of 3 construction projects the firm has worked on as the Prime contractor, completed within the last 10 years, which included scope of work similar to this project. The narrative should demonstrate the firm�s experience and knowledge of the design-bid-build delivery method and describe how the submitted projects� scope was similar to the project being proposed. Similar is defined as:� Services were for the new construction of an office building, courthouse, land port of entry, or other similar large-scale commercial and/or government facility, via a stand-alone or multiple buildings; The schedule for construction services spans multiple years; Scope was inclusive of work for:� Site/landscape improvements,� Utilities,� Roadways; Demolition; Structural; Architectural; Mechanical; Electrical; Core/shell construction; Major mechanical systems; Life safety systems; Fire alarm; Electrical distribution systems; Emergency generators; HVAC components; Building automation systems; Plumbing; Interior finish work Construction costs were greater than $170,000,000.00.� Projects or programs which are for residential use or span multiple sites are considered less similar and will not be considered for the purpose of this market research effort.� The following characteristics are preferred and if present in the submitted past experience, will assist the projects in being considered more similar, but are not strictly required:� Projects which included effective value engineering processes. Projects which included complex phasing and/or planning of work around occupied areas. Projects which achieved sustainability goals such as LEED.� Projects which included security system upgrades and/or new work for agencies with similar security requirements to the U.S. Customs and Border Protection (CBP). Projects completed in extreme cold climates similar to International Falls Minnesota. Projects which utilized mass timber construction. Projects which included modifications and/or improvements to existing waterways. Projects which included modifications and/or improvements to existing railways. Projects which utilized pre-manufactured systems, equipment, or other elements. Projects which utilized new technologies, systems, components, or construction methods in innovative ways. Greater weight and consideration will be given to experience more similar in scope to this project. Companies providing above referenced material are requested to limit their submission to no more than ten pages. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government�s evaluation of the information received.� Incomplete responses will not be considered in determining market availability.� Responses to this Notice shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable interest and capability.� A determination not to complete the proposed procurement based upon responses to this Notice is solely within the discretion of the Government in response to this Notice will be for review purposes only.
