Description
Introduction:� The National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Northeast Fisheries Science Center (NEFSC) intends to orally solicit, in accordance with FAR 13.106-1(c) for comprehensive subfloring repairs and specialized epoxy flooring application of the Northeast Fisheries Science Center Milford Laboratory. The services, expectations, limitations, and scope is denoted in the requirements below. Requirements:� The contractor shall ensure that all proper PPE equipment is provided and all safety requirements are adhered to. Certified/licensed technicians must be provided for the proper application of epoxy resin safe for laboratory flooring frequently exposed to seawater and Clorox/bleach. The contractor shall repair two spalling concrete areas, each estimated at 4' x 2' x 6"" deep, totaling approximately 10 cubic feet of concrete repairs, with pricing not including any structural assessment or rebar replacement. The contractor shall prep, sand, patch, power wash, and buff the existing flooring in preparation for the application of new epoxy flooring coating. This includes the removal of existing paint/coating covering approximately 1,200 square feet in Building 1's quarantine room, which encompasses a 21' x 27' floor space, 6' up all perimeter walls, and an 8' x 6' area outside the room in hallways (including a 6"" cove base). Once prepared, the contractor shall apply a three-coat quartz floor system with a top coat sealant as specified by the manufacturer. The contractor shall apply this three-coat quartz floor system with top coat sealant to the floor of the quarantine room, the walls up to 6 feet high, working around any permanent fixtures, and to an 8' x 6' area outside the quarantine room in the hallways (including a 6"" cove base). The contractor shall provide all labor and materials for the removal of debris from the location, ensuring all debris is properly disposed of. Additionally, the contractor shall supply all ancillary equipment and materials not specifically referenced but required to complete the work. Proper protection of the work area is essential to prevent contamination or overspray to other areas of the facility. The contractor shall furnish and install all necessary protective barriers, sheeting, hardware, materials, and services to ensure proper application as stated in the contract documents. Additional guidelines and stipulations exist in the attached SOW documentation.� Policy:� A comprehensive list of requirements will be included in the Request for Quote (RFQ). This notice is not a solicitation nor a RFQ. This notice does not guarantee that a solicitation for this anticipated contract action will be issued and does not guarantee, implied or otherwise, that a contract will be awarded for this anticipated contract action. The proposed contract action is set aside 100% for small businesses. The associated North American Industry Classification System (NAICS) code is 238330, and the small business size standard for this requirement is $19 million. It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code. It should be noted that offerors must be registered in SAM prior to submission of an offer. For additional information and to register in SAM, please access the following web site: https://sam.gov/.
