Description
Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE- SOLICITATION NOTICE SYNOPSIS for an Invitation for Bids (IFB) two-step sealed bidding process firm fixed price construction contract that consists of repair Range Road 21(RR21) project consist of milling RR21, processing subgrade, backfill edge of pavement on both sides of the roadway, reshaping and compacting to the required density, proof rolling with the COR as a witness, place geotextile TY I filter fabric.� Place TY II base course, SP III asphalt paving and pavement markings. The work is located at RR21, on White Sands Missile Range (WSMR), New Mexico in White Sands Missel Range which is 10 miles from the Main Cantonment. This acquisition is 100% set aside for 8(a) under NAICS 237310 (Size Standard $45 Million). The magnitude of the procurement is estimated to be between $5,000,000 and $10,000,000. FAR 14.502 Two-Step Sealed Bidding Process The two-step sealed bidding process is designed to combine the benefits of sealed bidding and negotiated procurement. It ensures that technical proposals are evaluated based on merit before considering pricing. Here�s a breakdown of the process: In the first step, the government will request technical proposals from interested contractors. Technical proposals will be evaluated based on criteria such as technical approach, experience, past performance, and capacity to perform. Discussions may be held to clarify or address deficiencies in the proposals, but no pricing information is discussed at this stage. No pricing information will be submitted at this stage. -TECHNICAL EVALUATION FACTORS FOR STEP 1 TECHNICAL PROPOSALS- Factor 1, Technical Approach Detailed description of your approach to fulfilling the contract requirements. Methodologies and technologies you plan to use. Factor 2, Past Performance Submit no more than three projects that have been completed within the last five years and are of similar scope and magnitude of this project. For evaluation under the Past Performance Factor, consideration will be given to whether an Offeror demonstrates depth and breadth of past performance that involve the following: Projects demonstrating experience in construction of military bituminous asphalt roadways to include scarifying of asphalt, reworking of pulverized millings into existing base, compacting, pavement surface restoration, and pavement markings. Projects demonstrating experience working with DPW and/or involve construction of bituminous asphalt roadways on military base facilities. Projects demonstrating experience working with other US Government agencies, State agencies, or Local City/County agencies.� Projects demonstrating that the Offeror�s team members (including Key Personnel and subcontractors) have previously worked together on projects with similar scope as this project. In the second step, contractors whose technical proposals are determined to be acceptable in the first step will be invited to submit sealed bids. The bids must include pricing information and will be evaluated based on price alone. The contract will be awarded to the lowest responsive and responsible bidder. The tentative anticipated date for issuing the solicitation is expected on or about Monday 15 July 2024. Site visit tentatively scheduled for Monday 29 July 2024. Interested contractors must send an email notification of their intent to attend site visit by Wednesday 24 July 2024, 2:00 P.M. Mountain time. Emails received after time will not be considered or allowed. The deadline for submission of technical proposals is anticipated to be Wednesday 14 August by 2:00 P.M. Mountain time. Proposals received after deadline will not be considered. In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for awards, and each bid in the second step�must�be based on the bidder�s own technical proposal submitted and accepted in step one. Offerors�should�submit proposals that are acceptable without additional explanation or information, The Government�may�make a final determination regarding a proposal�s acceptability solely on the basis of the proposal as submitted; and The Government�may�proceed with the second step without requesting further information from any�offeror; however, the Government�may�request additional information from�offerors�of proposals that it considers reasonably susceptible of being made acceptable, and�may�discuss proposals with their�offerors. A notice of unacceptability will be forwarded to the�offeror�upon completion of the proposal evaluation and final determination of unacceptability anticipated notification by Monday 26 August 2024. Step two sealed bids submissions is anticipated to be Friday 30 August 2024 by 2:00 P.M. Mountain time. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20230045 03/30/2023; Superseded General Decision Number: NM20220045; State: New Mexico; Construction Type: Building; County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. A notice of unacceptability will be forwarded to the�offeror�upon completion of the proposal evaluation and final determination of unacceptability anticipated notification by 2024. Completion of contract performance 180 calendar days after contract award under TBD solicitation number. The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 237310 to qualify to receive a contract award. The government reserves the right to cancel this solicitation, either before or after the closing date. This synopsis does not constitute a commitment by the government to proceed with the solicitation.
