Description
This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 13.5 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service�s (IHS) intent to negotiate a Firm Fixed Price sole source contract with GEO Jobe GIS Consulting, 302 Courthouse Rd, Ste H, Gulfport MS 39507.� This acquisition is for the renewal and maintenance of existing software licenses to support the Office of Environmental Health and Engineering (OEHE) Sanitation Facilities Construction (SFC) Program within the IHS over the next several years, due to an increase of SFC funding under the Infrastructure Investment and Jobs Act (IIJA) (P.L 117-58). Only one source, GEO Jobe, is capable of fulfilling the Governments requirement and ensure continued IHS regulatory compliance with an on-premise GIS portal, software subscriptions and various technical support. The GIS portal is shared with several other IHS programs to collect and share data. The existing GIS platform is operational and supports basic needs and services but requires a license renewal to maintain applied security permissions for map services at the group level. Due to the nature and sensitivity of the IHS data being collected, mapped and shared, it is critical to have a solution which allows these data to be secure and ensure users have access only to data to which they are authorized. This software tool currently supports ongoing agency COVID-19 data collection and reporting for over 350 IHS/Tribal users at 500+ hospitals and health care centers. In addition, the current Security Manager NEXT software supports complex workflows related to sanitation facilities construction and installed utilities (water, sewer, solid waste). Having to test and implement a different solution would result in unacceptable delays and downtime to these major workflows, systems and processes. If award is made to another vendor, the government would incur a duplication of cost/effort estimated at approximately 3-4 times the cost of the actual product currently in place. This is estimated based upon the number of hours it would take IHS employees, stakeholders and contract staff to review, plan, test and implement an alternative solution. Under this acquisition the Government intends to purchase the following: GEO Jobe Security Manager NEXT-(up to 4 Cores) Quantity of One (1) GEO Jobe Security Manager NEXT-(additional 4 cores)-Quantity of Two (2) The licenses are required to support: Enhanced security and permissions software to be utilized within the existing IHS OEHE Portal for ArcGIS platform. Utility infrastructure and as-built data as it relates to the provision of sanitation facilities (water, sewer and solid waste). This national workflow relies on enhanced security measures applied to over 60 portal groups. ArcGIS administrators the ability to set controls and permissions to map services and portal groups to ensure users can only view and edits items they have permissions for. The critical workflows and applications which were established to support agency wide COVID-19 data collection and reporting. The Production and Development environment of the Portal for ArcGIS platform. Technical support inquiries to ensure proper installation and configuration. Access to new releases during the subscribed period. The anticipated period of performance will be will for one (1) year from 10/01/2024-9/30/2025, with a total anticipated cost of $15,000.00.
