- This notice is issued by the NASA/Marshall Space Flight Center (MSFC) to post a Statement of Work to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. MSFC�s Materials and Process Laboratory (M&P) has a requirement for testing and analysis of launch vehicle propulsion system and space systems material.� A primary requirement for this effort is the ability to test materials in statistically significant quantities at extreme temperatures and typically non-standard conditions and the ability to generate data that is used in human-rated propulsion systems. The MSFC Materials and Processes Laboratory (M&P) will use the data to investigate material constituent variation, process variable and environmental effects on the thermal, physical, and mechanical properties and performance of these material. Specific capabilities include: characterization test plan definition, material property determination, data evaluation and engineering analyses, nondestructive evaluation, environmental conditioning, failure mode determination, microstructure evaluation, and process development and assessment.� The contractor must have the ability to conduct test and analysis under conditions designed to simulate the conditions in application including temperatures up to 6000�F, oxidizing environments up to temperatures in excess of 4000�F, and cryogenic temperatures as low as -450�F at a minimum. The contractor shall have capability to conduct material heat treatments and tensile and compressive testing in oxidizing atmospheres from ambient to 10-2 Torr or lower pressures while at temperatures that range from -270 C (-450 F) to 4000 C (7232F) at least. The contractor must also possess bi-axial tension and compression capabilities. In addition, the contractor must have the ability to test materials to meet stringent NASA and industry specifications, as required by the Statement of Work. The current contract, #80MSFC20D0003 was awarded on a sole-source basis to Kratos SRE, Inc., 10680 Treena St. Ste 600, San Diego, CA 92131-2440.� Interested firms having the required capabilities necessary to meet the requirements described herein may submit a capability statement of no more than five pages indicating the ability to meet the specific test and analysis capabilities under the conditions identified in the Statement of Work for consideration in the planning of the follow-on contract. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
