- This is a Sources Sought Synopsis for Market Research. The Ohio Army National Guard (OHARNG) desires to procure a Inactive Duty Support Services Your response to the information requested will assist the OHARNG in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e. Small Disadvantage Business (SDB), 8(a), Historically Underutilized Business zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Women-Owned Small Business concerns (WOSB), to identify their capabilities in meeting the requirement at a fair and reasonable price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RGQ, IFB, or RFP in the future. This notice does not commit the OHARNG to contract for any supply or service. Further, the OHARNG is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Source Sought Synopsis. The OHARNG will not pay for any information or administrative cost incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RGQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The GPE is located as sam.gov. BACKGROUND:�During peacetime each state National Guard answers to leadership in the 50 states, three territories and the District of Columbia. During national emergencies, however, the President reserves the right to mobilize the National Guard, putting them in federal duty status. The Army National Guard exists in all 50 states, three territories and the District of Columbia. The state, territory or district leadership is the Commanders in Chief for each Guard. Their Adjutants General are answerable to them for the training and readiness of the units. At the state level, the governors reserve the ability, under the Constitution of the United States, to call up members of the National Guard in time of domestic emergencies or need. The Army National Guard's state mission is perhaps the most visible and well known. Nearly everyone has seen or heard of Guard units responding to battle fires or helping communities deal with floods, tornadoes, hurricanes, snowstorms or other emergency situations. In times of civil unrest, the citizens of a state can rest assured that the Guard will be ready to respond, if needed. OHARNG RR BN is responsible for the recruitment of prospects, management of new enlistees until they complete Initial Military Training (IMT) and then hand off to their unit of assignment upon completion of IMT. Administrative services are required to manage all administrative processes related to enlistment, drilling members, coordination with MEPS, NGB and the training facility. Electronic submissions only: Email attachments shall not exceed 9 megabytes (MB) due to the Government�s email system restrictions. DO NOT SEND ZIPPED files as the Government�s network will remove zipped files. Interest business concerns should provide a brief capabilities statement package (submissions are limited to no more than 5 pages in length, single spaced, and 12 fonts minimum) demonstrating its capabilities in reference to this requirement. A generic capability statement is not acceptable. No specific format is mandated. The Government prefers that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. Include whether the experience has been as a prime contractor or subcontractor) on similar requirements (include the services provided, the number of facilities involved, and any other relevant information you deem applicable. The Capability package shall be sent by email to the Contract Specialist, at email: rachel.a.oglesbee.civ@army.mil. Your email subject line should be titled: �Response to the Sources Sought Synopsis W91364-24-Q-0039�. In response to this Sources Sought, please provide: A company profile to include name of your firm, point of contact, phone number, email address, number of employees, annual revenue history, CAGE code, and Unique Entity ID (UEI). Company information as to a Small Business, 8(a), EDWOSP, Women Owned Small Business, HUBZone, or Service-Disabled, Veteran Owned Small Business, etc. Whether your firm is interested in competing for this requirement as a prime contractor. If you are subcontracting any of the services out, contemplating a Joint Venture, and/or creating teaming arrangement, please provide the name of these companies and what work they will be performing, if available. Please provide your company�s specific experience in the identified service.
