**This is a SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. *** The intent of this notice is to identify potential offerors for market research purposes and to determine if commercial sources are available. The acquired information will be used within the U.S. Navy but will not be disclosed outside the agency. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. *Per Exchange of Notes between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the United States of America concerning the British Indian Ocean Territory and operations and construction contracts on Diego Garcia: As a result of these discussions, and in the light of operational security requirements, operations and construction contracts shall be awarded by U.S. military authorities to joint-ventures exclusively between the United States and United Kingdom firms unless no qualified joint-venture firm submits a reasonable offer for such contracts, in which case they shall be opened to United States Firms. NAVFAC FE is seeking eligible firms capable of providing Scrap Metal Processing at U.S. Naval Support Facility Diego Garcia. The Government anticipates a Non-Recurring Work type, performance-based contract that is comprised of Non-Recurring Work Items. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS). The draft Performance Work Statement (PWS) is provided for market research purposes only. Please note that the PWS is a DRAFT and is subject to change. The type of scrap metal processing services expected to be performed under this contract are discussed in the SOW and includes: processing of sealed gas cylinder units to be properly classified as non-hazardous material, and shredding of recyclable plastics to be ready for international shipment. Offeror's must comply with EPA, JEGS, KEGS, CNICINST 5090.1A, OPNAVINST 5090.1 and local statues and regulations, using adequately qualified personnel certified as necessary for the work being performed. If a solicitation is issued, the solicitation will consist of a base period and four (4) options totaling five (5) years of performance. The NAICS Code for this procurement is 541380 and the annual size standard is $19 million. Contractor Submittal requirements: Interested sources are invited to respond to this Sources Sought announcement by using the forms provided under separate file titled �Sources Sought � Contractor Information Form.� The following information is requested: Interested firms should submit information as to the capabilities, capacity and experience to perform the tasks as described in the PWS. The Contractor Information Form will determine the feasibility and/or basis for the Navy's decision to proceed with acquisition. Interested firms must submit a SOC, which describes, in detail, the firm's capability of providing environmental testing services. Your Contractor Information Form shall include the following: � Full name and address of the firm, Year firm was established, The name of point of contract (including telephone and email address), Indicate if the firm is registered in the System for Award Management (SAM) database, include Unique Entity ID and CAGE Code, and Provide your technical capability that best illustrate your qualifications for this contract. � List up to two projects performed within the last five years. Provide information on experience of key personnel showing experience in providing scrap metal processing services. Provide the following information for each project listed: � Title and location Award and Period of Performance (Dates) Contract or Subcontract Value Type of Work Customer information, including Point of contact (phone number, email) Type of Contract Narrative of Services Provided Whether the work was performed in-house, and/or the degree of subcontracting � If your firm is interested but unable to meet certain requirements, please indicate which items you are unable to meet and why. This information will be used to identify if there are enough firms that can meet the requirement or if certain portions need to be revised. � The Government reserves the right to request additional information as needed, from any and all respondents. Submitted information shall be UNCLASSFIED. No email sent shall be larger than 4MB in size. Responses received after the deadline or without the required information will not be considered. Respondents will not be notified of the results of the Navy�s market research.
