- THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify potential offerors for market research purposes and to determine if commercial sources are available. The information will be used within the U.S. Navy but will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. GENERAL INFORMATION: The Naval Facilities Engineering Command (NAVFAC) Far East is seeking qualified contractors and subcontractors that are capable of performing the type of work as described herein. The proposed scope of work:� This project will repair the existing (4 each) fuel wharfs located at south and north sides, Azuma Island at Hakozaki Fuel Terminal. The repair work includes as follows; Canal Dock � Repair of deteriorated and cracked concrete surfaces (including new coating at beams and pile caps), the removal of six existing 10 Metric Ton bollards, the installation of four new 10 Metric Ton landside bollards and associated anchored foundations, the refurbishing of four existing wharf-side bollards, and the replacement of a stainless-steel ladder. Fueling Wharf 244 � Repair of deteriorated and cracked concrete surfaces (including topside concrete curbs), the refurbishing of four existing wharf-side bollards, and application of coating to beams and pile caps. Connector Pier � Clean and recoat all structural steel to MHW elevation and coat steel piles with Splash Zone epoxy paste from MHW to approx. 0.64 meters below MLW elevation. Fueling Wharf 246 � Repair of deteriorated and cracked concrete surfaces, replacement of four rubber fenders, the refurbishing of four existing landside/wharf-side bollards, and application of coating to beams and pile caps. Personnel Requirements; QC Manager; An individual with a minimum of 5 years combined experience as a superintendent, inspector, QC Manager, project manager, or construction manager on similar size and type construction contracts which included the major trades that are part of this contract. Quality Control Personnel for Concrete:�Field tests of repair materials required must be made by an ICRI Concrete Surface Repair Technician Tier 2. Worker Qualifications:�Workers installing adhesive anchors must be ACI Adhesive Anchor Installer certified or equivalent. Quality Control Personnel for Marine Concrete:�Require to submit American Concrete Institute certification for the following: a. CQC personnel responsible for inspection of concrete operations. b. Lead Foreman or Journeyman of the Concrete Placing, Finishing, and Curing Crews. c. Field Testing Technicians: ACI Concrete Field Testing Technician, Grade I. d. Laboratory Testing Technicians: ACI Concrete Strength Testing Technician and Laboratory Testing Technician, Grade I or II. e. Petrographer: Bachelor of Science degree in geology or petrography, trained in petrographic examination of concrete aggregate according to ASTM C294 and ASTM C295/C295M and trained in identification of the specific deleterious processes and tests identified in this specification. f. Concrete Batch Plant Operator: National Ready Mix Concrete Association (NRMCA) Plant Manager Certification at the Plant Manager level. Quality Manager Qualifications:The quality manager shall hold a current license as a professional engineer in a U.S. state or territory with experience on at least five similar projects. Evidence of extraordinary proven experience may be considered by the Contracting Officer as sufficient to act as the Quality Manager. Inspection: Inspect concrete placed under water with qualified divers. Completion of Work: The contractor shall be required to complete the entire work, ready for use, not later than 270 calendar days. The estimated magnitude for this procurement is: $5,000,000 and $10,000,000 CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan.� Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.� Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation.� Furthermore, unless specifically provided in the specific request for proposal, the U.S. Government shall not certify any employees of a contractor as �Members of the Civilian Component� under Article I(b) of the SOFA.
