AUTOMATIC TEST SYSTEMS (ATS) INDUSTRY DAY EVENT to support Tactical Radio Test System (TRITS) RFI August 27- 28, 2024 Prepared by: Marine Corps Systems Command (MCSC) Program Manager Combat Support Systems (CSS) Product Manager (PdM) Maintenance Support Systems (MSS) DISTRIBUTION STATEMENT A: Approved for public release. Distribution is unlimited. INTRODUCTION The PdM - MSS is sponsoring an Industry Day event for an Intermediate Maintenance Activity (IMA) level ground-radio test system. The purpose of this Industry Day is to provide an opportunity for industry to deliver information on and demonstrate their hardware and software capabilities that may be relevant to the TRITS project.� The TRITS Industry Day event is UNCLASSIFIED and will be held on August 27 � 28 at the Naval Information Warfare Center (NIWC) Atlantic located at 1545 Truxtun Ave, North Charleston, SC 29405. ����The TRITS Program Management Office (PMO) will review submissions received in response to this RFI, and determine whether to invite some, all, or none of the respondents to participate in an individual session. �The TRITS PMO will review registrants and assign timeslots at their discretion.� Timeslots are not guaranteed.� A follow-on email will be sent to registrants, providing either an assigned timeslot or advising that a timeslot was not assigned.� This Industry Day event announcement is issued solely for information and planning purposes as part of Marine Corps market research; it does not constitute a Request for Proposal. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the Industry Day event, questions, or Government responses. The Government will not be liable for any expenses associated with individual or corporate attendance of this Industry Day event, nor is the Government obligated in any manner based on any submitted question, answer, or response submission. The information obtained through this Industry Day event may be used by MCSC in developing a future Acquisition Strategy, Performance Work Statement, Statement of Objectives, or Performance Based Specifications. ATTENDEES ARE RESPONSIBLE FOR ADEQUATELY GUARDING OR PROTECTING PROPRIETARY OR COMPETITION SENSITIVE INFORMATION CONTAINED IN THEIR DISCOURSE, DEMONSTRATION, OR PRESENTATION PROVIDED TO GOVERNMENT.� The Government shall not be liable for damages stemming from improperly identified or discussed proprietary information.� The information provided in this Industry Day announcement and event is notional and may change. The Government is under no obligation to revise any aspect of this announcement should any Government-delivered information herein or at the event change. The Government will provide additional information and issue additional requests for information at its sole discretion. EXECUTIVE SUMMARY The TRITS is a test set that provides maintainers with the capability to effectively test, diagnose, and repair both man-portable and vehicular mounted software-defined ground radio systems. ��Objectively, the TRITS will be light, easily deployable, and simple to use for a Marine Technician. �TRITS will be employed throughout the Fleet Marine Force in both garrison and field environments. PROGRAM SUMMARY To reduce development costs and time, the TRITS will utilize Commercial off-the-shelf (COTS) hardware and software to the greatest extent possible. The system will be modular, expandible and provide easy to access and repair Line-Replaceable Units (LRUs). TRITS PMO will look at the following requirements for industry to discuss for the Industry Day event. Topic #1: Hardware Contain an RF Signal Generator/Receiver with an objective frequency range of 1.5 MHz to 6,000 MHz Provide a suite of test equipment to test tactical ground radios to include: A digital multimeter with the capability to measure volts and current (DC and AC), and Ohms. A Dual channel oscilloscope The capability to modulate the RF signal output with frequency, amplitude, and phase. The ability to produce Upper Side Band (USB) and Lower Side Band (LSB) Two Audio Frequency (AF) generators Switches Storage An RF frequency counter and a frequency error meter function An audio frequency counter A frequency modulation deviation meter An amplitude modulation meter A total harmonic distortion meter (THD and THD + Noise) A SINAD meter A Phase modulation deviation meter An Error Vector Modulation Meter A Bit Error Rate meter An RF power meter An RF spectrum analyzer function Topic #2:� Software A GUI that allows the ability to access stimulus and measurement functions of the hardware. Give the user an easy-to-use interface that allows the user to automate test procedures. Give the user the ability to create localized on-demand test scripts. Give the user the ability to import/export test scripts. Topic #3:� Size, Weight, and Power System weight have a threshold of 102 pounds and an objective of 52 pounds. Contained in a single transit case not including accessories. Operate on 120 Vrms single-phase 60Hz source. Provide a DC power supply to Units Under Test of 5 to 36 VDC with a maximum current of 15 Amps DC. Topic #4:� Production Readiness, Schedule, Cost Estimated cost per system based on quantity of 300 to not exceed $85K per unit. Ability to produce no less than 75 units per year. �Based on the output of the TRITS Industry Day a follow-on event, held at a classified environment may be conducted to support open Government and Vendor collaboration on requirement need specifications. INDUSTRY DAY AGENDA DESCRIPTION The TRITS will provide Marine technicians the capability to automatically test tactical ground radios and their associated components at the IMA level. Assigned Industry Day timeslots should be focused on technical capabilities and how their capabilities might meet hardware and software TRITS requirements.� Participation in the Industry Day event is not a prerequisite for submitting any future proposal. Those who wish to participate may submit white papers to the Project Officer, Chief Warrant Officer Kevin T. Smidt at the email address below: kevin.smidt@usmc.mil Only (1) submission per company will be accepted.� Building and access information will be provided after submission of email. An RT-1949 and an RT-2060 will be provided at the location for demonstration purposes if desired. The TRITS PMO will review all submissions and assign timeslots at their discretion.� Timeslots are not guaranteed.� The Industry Day will consist of a limited number of individual sessions during which companies are able to discuss their capabilities. The Government will review submissions received in response to this RFI (Responses), and determine whether to invite some, all, or none of the respondents to participate in an individual session. After reviewing the responses received to this RFI, the Government will contact selected invitees to schedule an appointment date and time. �� White papers are due no later than August 9th at 1630 EST and should include: 1) Company name 2) Company Ownership Status � Foreign or Domestic. If Foreign, State the Country. 3) Address 4) Principal Point of Contact (POC) 5) POC telephone number 6) POC Email address 7) Small business status (i.e., small business, small disadvantaged, 8(a), HubZone small, women owned small, service-disabled veteran owned small) 8) List of company participants 9) Company Cage Code and/or Sam.gov Unique Entity Identification number. 10) White Paper or PowerPoint Slides outlining capabilities that may be of interest to the PMO Initial questions about this Request for Information (RFI) may be submitted to the contract specialist, Mr. Mark Denhup via email at mark.denhup2@usmc.mil no later than July 12, 2024 at 1630 EST. All questions and answers will be posted to Sam.gov. Participation in this Industry Day event is not to be construed as either a commitment by the Government to procure any items or services, or for the Government to pay costs for any information received. Participation in this TRITS Industry Day event is at the sole expense of the attendees. The TRITS Demo and Discussion content is UNCLASSIFIED. The event is limited to US citizens only. Foreign nationals may not participate in the TRITS Demo and Discussion. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that have the capability to meet the requirements listed in paragraphs above.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� The information provided in the RFI is subject to change and is not binding on the Government.� The Marine Corps has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� Further, the Marine Corps is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or to attend the industry day; all costs associated with responding to this RFI and industry day will be solely at the interested party�s expense.� Not responding to this RFI or participating in the industry day does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be released on Sam.gov.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
