Description
This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric (OAR), Pacific Marine Environmental Laboratory (PMEL), Carbon Group mission is to advance our scientific understanding of the ocean carbon cycle and how it is changing over time in support of NOAA's commitment to improve the Nation's ability to anticipate and respond to climate impacts and to conserve and manage healthy oceans, coastal ecosystems, and marine resources. Supporting this research requires precise data collection using sensors installed in remote locations including aboard a variety of vessels transiting the world�s oceans. Application of these units for this purpose will be in both the lab environment as well as in the field as part of installation and deployment of sensors to variety of remote locations aboard ships and for extended ocean voyages. Because units will be relied upon to support precise and accurate measurements and integrate successfully with other components as part of fully functional systems installed aboard vessels it is imperative that these units provide consistent and accurate results as specified in the associated specifications. INTENDED USE/PURPOSE: The NOAA OAR PMEL is in need of one (1) TA Analyzer for Total Alkalinity in Seawater� with associated Crossflow Filter device to study ocean acidification in coastal surface water. These instruments are used to measure alkalinity in marine environments around the world. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: The following technical specifications must be met to satisfy the requirement. To collect these measurements systems are required to perform climate-quality, highly accurate analysis of the concentration of carbon dioxide in seawater.� The system must be able to be deployed on oceanographic and laboratory-based platforms, allowing for remote, autonomous, high-resolution measurements of seawater total alkalinity to be made of flowing seawater every 3�10 minutes. Additionally, the system must be capable of interfacing with the underway CO2 analytical systems used by the PMEL Carbon Group to work in conjunction with the system, allowing for measurements to be recorded alongside surface seawater CO2 measurements.� The 4H JENA Engineering MT330.01.000 HydroFIA TA Flow injection TA analyzer has been found to meet the requirements above. DELIVERY SCHEDULE: Deliver by August 31st, 2024. The North American Industry Classification Code (NAICS) is 334519 with a size standard of 600 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non- profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise, that any procurement action may be issued for the Government�s requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractor�s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All contractors doing business with the Government are required to be registered and active with the System for Award Management (SAM) website.
