Description

The Defense Logistics Agency (DLA) Maritime Norfolk at Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract as Lowest Price Technically Acceptable (LPTA) Evaluation Factors for the item listed below. The required item is for commercial item prepared in accordance with the information in FAR Part 13 and FAR Subpart 12.6, as supplemented with the additional information included in this notice. The Contract Line Item (CLIN) is as follows: CLIN 0001 QTY 10 MATERIAL: 4� x 50� DISCHARGE HOSE ASSEMBLY, SALTWATER, FRESHWATER ORDERING DATA: 4� I.D. X 4.83� O.D. HOSE SHALL HAVE A WORKING PRESSURE OF 350 PSI MINIMUM AND 450 PSI MAXIMUM HOSE SHALL HAVE A MINIMUM 16,000 PSI BURST PRESSURE 2.70 - 2.80 LBS MAXIMUM WEIGHT PER FOOT WITHOUT COUPLING SHALL HAVE A TEMPERATURE RATING OF -40 DEGREES (F) TO 200 DEGREES (F) SHALL BE WEATHER, OIL, SOLVENT, AND MILD ACID RESISTANT SHALL HAVE NITRILE BLEND RUBBER WITH UHMPE WRAPPED FINSISH COVER. SHALL HAVE A NITRILE RUBBER INNER TUBE. SHALL HAVE HIGH TENSILE DUAL STATIC WIRE PLIES (MINIMUM OF FOUR (4) FOR REINFORCEMENT. TO BE SUPPLIED IN 50 FOOT LENGTHS (+12� / -12�) EACH HOSE ASSEMBLY SHALL HAVE THE FOLLOWING ADAPTERS ON EACH END, CONNECTED TO THE HOSE FITTINGS: 4� MALE HEAVY DUTY CAMLOCK X HOSE SHANK (PT COUPLING P/N: 1200540H W/ 40EHD BRASS BODY) ON ONE END AND 4� FEMALE HEAVY DUTY CAMLOCK X HOSE SHANK (PT COUPLING P/N: 1200340H W/ 40CHD BRASS BODY) ON THE OTHER END. NOTE: EACH COUPLING SHALL BE PERMANTLY/MECHANICALLY ATTACHED BY INTERNALLY EXPANDED, UTILIZING A STAINLESS STEEL FERRULE IN ACCORDANCE WITH THE COUPLING MANUFACTURE RECOMMENDATION. EACH HOSE ASSEMBLY SHALL HAVE, AT A MINIMUM, THE MFG�S NAME, CONTRACT NUMBER AND PRESSURE RATING ON LAYLINE IN PERMANENT INK OR MOLDED INTO COVERING. SUPPLIER MUST PROVIDE WRITTEN CERTIFICATION THAT HOSE ASSEMBLIES (HOSE AND FITTING) HAVE BEEN HYDROSTATICALLY TESTED AT 600 PSIG WITH CLEAN, FRESH WATER FOR 30 MINUTES WITH ZERO LEAKS, WEEPS, END FITTING SLIPPAGE AND/OR BULGES. A COPY OF THIS CERTIFICATION IS TO BE SENT TO CODE 135, BUILDING 276, AND A COPY IS TO BE SENT TO CODE 532 TO BE FILED WITH CONTRACT. HOSE SHALL BE PARKER 7311NXT-4000 OR NOVAFLEX OILFIELD FRACKING HOSE P/N: 3274BT(U)-04000-00 OR EQUIVALENT. AT NO COST TO THE GOVERNMENT, NORFOLK NAVAL SHIPYARD RESERVES THE RIGHT TO REQUEST A SAMPLE ASSEMBLY FOR TESTING AND EVALUATION PURPOSES FROM ANY OR ALL OFFERORS DURING EVALUATION PROCESS. HOSE MUST BE PALLETIZED CODE 269 SHALL REVIEW OFFEROR�S SPECIFICATIONS PRIOR TO AWARD. FOR HOSE ASSEMBLY The requirement will be solicited as a total small business set aside. The NAICS code applicable to this procurement is 326220, all other miscellaneous fabricated metal product, flexible hose and tubing, with a size standard of 750 employees. The Product Service Code is 4720. The solicitation document incorporates provisions and clauses in effect through FAC 2024-01 and DFARS Change Notice 10/30/2023. The anticipated delivery date for this acquisition is 22 January 2024. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form only. THE SOLICITATION IS NOT YET AVAILABLE. The solicitation number is SPMYM124Q0134 and it is expected to be available on or about 19 July 2024 and posted to SAM.gov, https://sam.gov/ Quotes will be due by 02:00 PM EST on 25 July 2024. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
