Description
Maintenance, Inspection, and Testing of the Electrical Power Distribution System 1.����� Introduction: This Performance Work Statement (PWS) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components located at the Truman VA in Columbia, MO.� These work items are referenced as �Maintenance and Testing� in this document, hereafter. This PWS describes the requirements for the Qualified Electrical Contract Professionals � known as �Contractors� in this document, hereafter.� Contractors who are contracted by VHA Medical Center to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 2 of this PWS. This PWS describes the requirements to establish maintenance and testing reports. A site visit will be scheduled providing all potential bidders the opportunity to view the electrical distribution system. The date and time will be listed in the solicitation. Due to the nature of the work, all work will be performed during the hours of 6pm to 6am, Monday � Friday; weekend work will be taken under consideration. Variations to this schedule may be possible for certain equipment when coordinated with Facilities Management. All work shall be coordinated with Facilities Management. Work to be performed in the month of October or November 2024, depending on weather for shutting down the Chiller Plant. Contractor shall schedule work four (4) weeks in advance to assure proper coordination with hospital personnel. Contact Sarah Hamilton in Facilities Management at 573-814-6378, sarah.hamilton2@va.gov, to schedule testing. 2.����� Qualifications of Contractors: Contractors shall be certified by the InterNational Electrical Testing Association (NETA) as NETA Certified Technician and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Contractors shall have technical training and a history of work experience in maintenance, inspection, and testing of the low and medium voltage Electrical Power Distribution Systems and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Contractors shall provide at least three (3) previously awarded, and completed, contracts which were issued by Federal, State, or Local Government Agencies that involved work similar to the requirements of this solicitation. For each submitted past performance contract, provide the following information: The name of the contract and the contract ID number. The name of the contracting agency or organization the contract was awarded by. The date of the contract award and the contract award amount in dollars. A brief description of the contract scope of work; and Identification of at least one point-of-contact at the organization that awarded the contract, including: the name of the point-of-contact, their current mailing address, phone number and email address. Contractors shall provide evidence they have the technical qualifications and experience needed to meet the technical performance requirements of this solicitation. Offerors must submit no less than two (2) examples of their technical experience with contracts that involved technical requirements similar to the requirements of this solicitation. For each submitted Technical Experience contract, provide the following information: The name and location of the contract. The performance period, including the starting and completion dates. The percentage of total labor self-performed by the offeror�s employees. A brief description of the scope of work, which explains how the contract involved work as a prime contractor under NAICS Code 221122 / 238210 involving service that was technically similar to the work under this solicitation. Contractors shall provide evidence of subcontractors� technical qualifications and experience needed to meet the technical performance requirements of this solicitation. Offerors must submit no less than two (2) examples of their technical experience with contracts that involved technical requirements similar to the requirements of this solicitation. For each submitted Technical Experience contract, provide the following information: The name and location of the contract. The performance period, including the starting and completion dates. The percentage of total labor self-performed by the offeror�s employees. A brief description of the scope of work, which explains how the contract involved work as ap prime contractor under NAICS Code 221122 / 238210 service that was technically similar to the work under this solicitation. Contractors shall have safety trainings � either on-the-job or class-room type � in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S � Electrical, and the NFPA 70E � Standard for Electrical Safety in the Workplace.� Training certifications shall be submitted to the VA Contracting Officer with the proposal for this solicitation.� If no training certifications are available, the contractor�s employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer with the proposal for this solicitation. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S. InterNational Electrical Testing Association, Inc. (NETA) � Maintenance and Testing Specifications. Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested.� These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. E.���� Contractors shall furnish all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.� Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 3.����� General Work Items: �������� Work items, definitions, and references shall comply with the latest edition of the NETA � Maintenance Testing Specifications.� Below is a list of the types of electrical equipment that shall be maintained and tested: A.���� Switchgear and Switchboard Assemblies. Transformers, Dry Type, Air-Cooled, Low-voltage, Small. Transformers, Dry Type, Air-Cooled, Low-voltage, Large. Transformers, Liquid-Filled. Switches, Air, Low-Voltage. Switches, Air, Medium-Voltage, Metal-Enclosed. Switches, Vacuum, Medium-Voltage. Circuit Breakers, Air, Insulated-Case/ Molded-Case. Circuit Breakers, Air, Low-Voltage Power Protective Relays, Mechanical, and Solid State. Protective Relays, Microprocessor Based. Grounding Systems. Ground-fault Protection Systems. Motor Control, Motor Starters, Low-Voltage Emergency Systems, Automatic Transfer Switches. ��Refer to the attached list for specific equipment to be tested and maintained. 4. �����Maintenance / testing requirements (refer to latest edition of NETA for all requirements): Infra-Red Scanning: This work item must be done while the Electrical Power Distribution System is energized.� Appropriate safety precautions must be taken before, during and after scanning the system. Use an infra-red scanning camera to detect hot spots for all equipment listed in the attached electrical equipment listing.� Objective of this work is to detect any loose, broken, or corroded connections in the system.� Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers� specifications. All listed equipment shall be infrared tested and an applicable report provided of the results. Use lint free rags to clean conductors, contact points between the circuit breakers and main buss bars. Use a vacuum cleaner to remove dust and debris from breakers and cubicles. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or loose lugs. Lubricate all moving parts with manufacturer's approved lubricants. Test breaker trip settings and exercise circuit breakers located in switchgears, switchboard, and distribution panels and operate under overload, and short circuit conditions. Compare breaker trip amperage with breaker trip settings, adjust if necessary and retest. Test ground fault protection devices for proper function if they are installed on the switchgear / switchboard. Inspect and tighten ground connections. Calibrate and maintain adjustable protective relays. Test all control systems equipment for proper operation after maintenance is performed and before placing back in normal service. ��Take oil samples from all liquid filled transformers and test dielectric properties for compliance with manufacturer's specifications. Return oil levels to proper level using manufacturer recommended oil. 5.�������� Reporting: Provide complete written report of the work performed.� Information shown in the report shall be as follows: Company�s name, address, telephone & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and time of work. Copies of contractors� valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, type, name, and nameplate information of electrical equipment to be maintained and tested.� Descriptions of work items. Test data. Reference materials such as equipment manufacturer�s specifications, coordination study, etc. Remarks on conditions of electrical equipment.� List all deficiencies, if any. Recommended corrective actions, if any. Submit two (2) hard copies of the complete written report, and one (1) CD-Rom of the electronic version of the report in Microsoft Word format to the Plant Manager, Facilities Management within fourteen (14) calendar days of visit.� All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and Plant Manager, Facilities Management for immediate actions. END
