- Description
- The United States Millitary Academy (USMA) West Point has a commerical requirement for service contract in which the Contractor shall provide all labor, equipment, materials and supervision necessary to perform service report analysis repairs required to fix the� Caterpillar 3512B (1230KW) in the centeral power plant is no longer capable of automatically staring as it was at the completion of the Generator #1 Control System Upgrade. The reason for the generator being unable to start automatically is due to the changes made at Substation B. Reprogramming the automatic control system in the central power plant will be required to return black start capability to the Caterpillar 3512B. The contractor shall review the existing PLC and HMI screens and make an onsite visit to understand the current state of the system.� No electriacl or mechanical field work will be performed. Upon completion of the software research and investigation, the contractor will supply a field report highlighting the findings and recommendations for how to restore the black-start capabilities of the Caterpillar 3512B. Any additional findings that may impact the function of the Caterpillar 3512B should also be included in the report. The contractor shall supply Arc-Flash study along with thier labeled equipment to meet NFPA requirements will be used to determaine the Personal Protective Equipment (PPE) required to perform the work required for this proposal. When a current study and labelling is not available, the time require to determine the proper PPE will be at the current rate per hour, unless included within the contractor scope of work. The contractor will not perform work activites in situations where the proper level of PPE is not practical. At no time will work be performed when the arc-flash exposure levels are above 40 cal/cm2. The work will be performed at the Caterpillar 3512B (1230KW) in the centeral power plant at West Point/ The period of performance is for 05-Aug-2024 to 30-Oct-2024. This requirement will be Small Business under NAICS code 811310- Commercial & Industrial Machinery Equipment Repair and Maintenance Services, size standard is $12.5million. In order to be eligible for award, business must be registered in SAM.gov under the appropriate NAICS code in the System for Award Management (SAM) at Sam.gov. Offerors are reminded to carefully review solicitation documents issued as criteria as stated in the solicitation shall govern. The solicitation will be attached to this this contract opportunity. There will be no site visit unless requested within the posted time frame.
