Small Business Set-Aside
HZC Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)
 
Description
This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award. The project consists of three line items. Line Item One: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following:� Restripe all centerlines, edge lines, gore lines, arrows and letters on the base roads. Restripe all parking stalls, handicap symbols, gore lines and arrows in all parking areas. Restripe the motorcycle training course in the parking area of B113. In addition, approximately 15,000 linear feet of cracks will need to be sealed. Line Item Two: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following: Replace B407 Catch Basin. Including, but not limited to sawcut, remove materials, provide basin, backfill and cold patch. Line Item Three: The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the following: Remove and Replace 10� X 55� section of asphalt and top course. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any bid preparation costs; however, funds are presently available for this project and we anticipate award within 30 days from due date of bids.� The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 90 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 237310; the Size Standard is $45 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from https://sam.gov and should be available on date of posting. As this is a federal construction project, the Construction Wage Rate Requirement applies. It is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is 23 August 2024 at 10:00am EDT and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the sam.gov website. Contractors are advised that to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 237310. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on 6 August 2023. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves.
