- The Department of Veterans Affairs (VA), Office of Procurement, Acquisitions, and Logistics (OALC), Strategic Acquisition Center (SAC) in partnership with Veterans Health Administration (VHA) Digital Health Office (DHO) awarded�a non-competitive firm fixed price sole-source award to�Agile Six Applications, Inc. (Agile Six) (UEI: UP4JHKJQ9MQ7), a Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide comprehensive project and program management support and business analysis to include business requirement elicitation/definition, business process modeling, information architecture modeling, data analysis, human centered design, and tooling support, strategic and budget planning support. Provide testing support services for development/production environments and user acceptance facilitation and production release readiness and deployment support to include integrated change management of newly formed Digital Health Office.� The statutory authority permitting other than full and open competition is 41 U.S.C.� 253(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, �Authorized or required by statute�. The applicable statute is Public Law 109- 461: �Veterans Benefits, Health Care, and Information Technology Act of 2006� specifically, the �Veterans First Contracting Program� outlined in 38 USC � 8127(c).
