- SOLICITATION NOTICE: The National Park Service, Contracting Operations Central, Ohio Major Acquisition Buying Office, is issuing an Invitation for Bids (IFB) for an Intrusion & Fire Alarm System Installation project for James A. Garfield National Historic Site in Lake County, OH. SCOPE OF WORK: Work will consist of providing all labor, materials, tools and other equipment necessary for the removal and replacement of a fire and intrusion alarm system in nine buildings at James A. Garfield National Historic Site. The project will remove all devices of the previous system and replace with new technology in the same locations as old components. Over 225 devices and their associated wiring will be replaced. Panels and associated wiring will also be replaced. Surveillance cameras will be installed with new closed circuit monitoring technology and devices. Project will include new CAT-6 and fiber-optic cable installed underground. SOLICITATION NUMBER: 140P6424B0008. PROJECT MAGNITUDE: Between $250,000 and $500,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in August 2024 with performance to begin soon after award and required to be completed within 270 days of issuance of the Notice to Proceed. Construction Wage Rate Requirements for Lake County, OH will apply. EVALUATION FACTORS: For purposes of award, the successful bidder will be the responsive, responsible bidder offering the lowest aggregate price for the base bid, plus those additive items (of which there is one) in the order of priority listed in the solicitation that provide for the most features of work within the funds available at bid opening. The fire alarm system is the base bid item and the intrusion system is the one and only additive. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238210, and the size standard is $19.0 million. This project is set aside for Total Small Businesses. SITE VISIT: An organized site visit has been scheduled for: Tuesday July 30, 2024 at 9:00 AM ET Indiana Dunes National Park James A. Garfield National Historic Site 8095 Mentor Ave Mentor, OH 44060 Meet in front of the Visitor Center Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirements and conditions that may affect the cost of the project, specifications, and performance. The contracting office will not provide hardcopies or email copies of the solicitation.
