Description
In accordance with Federal Acquisition Regulation (FAR) 5.201, this synopsis is published for informational purposes only. No response to this posting is required; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. In accordance with AIDAR 706.302-70(b)(5) Impairment of foreign aid programs, the Education, Democracy, and Governance Office (EDG) in USAID/Mozambique intends to increase the Local Governance Strengthening Activity (LOGOS IDIQ) Number 72065621D00001 TEC by $8,300,000.00 from $19,358,888.00 to $27,658,888.00 the existing �award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.�� The incumbent is best positioned to implement due to the nature of this acquisition which requires the immediate and accelerated provision of the same services without disruption. LOGOS IDIQ is already implementing activities in conflict prone areas in Cabo Delgado; LOGOS has well-established, strong relationships with the Government and local partners and can leverage this for quick impact; LOGOS has the appropriate staff in place, the necessary expertise, and knowledge of the context to deliver on the results. This TEC increase includes SPCPS funding which will allow the activity to expand into five new districts and implement strengthening activities throughout Cabo Delgado by: Expanding efforts to strengthen local government capacity to reinstate service delivery, promote economic recovery, and foster greater resilience. Empowering citizens and other stakeholders to meaningfully engage the government, aiming for greater transparency and accountability, rebuilding the social contract between citizens and the state, and improving social cohesion. Consolidating gains to strengthen economic governance in the targeted local governance entities in the targeted provinces of Nampula, Zambezia, and Cabo Delgado. This TEC increase will not increase the overall period of performance. The effort will utilize North American Industry Classification System (NAICS) 541990�All Other Professional, Scientific, and Technical Services and Product Service Code R408, Support- Professional: Program Management. The anticipated award date is no later than 7 October 2024. Any response to this synopsis is required no later than August 6, 2024 at 5:00 p.m. Central Africa Time. Any responses received after this date and time will not be considered by the agency.
