- RFI s Repair Building 202 Temple, TX 1. Item # 1 under Gravel Roof Areas: ""In order to properly perform the IR scan and make appropriate repairs, we need to cut a core sample. Will core sample results be shared with the bidding pool, or will we be required to make a return trip to cut our own cores?"" Prints are provided in lieu of core sample. 2. Item #4 under Gravel Roof Areas: In order to replace failing previous repairs, will a mapping of those previously repaired areas be provided or will some other method of identifying those areas be provided? NO. Per SOW the roof repair is for 15,000 square feet of roof. It is the contractor s responsibility to locate and repair any leaks up to 15,000 sq. ft. of leaks. All leak repairs are to be completed by industry standards. Provide square foot of repaired area per week. 3. Item #7 under ""Metal Roof Areas"" says to ""seal stone coping joints..."" but I did not observe any stone coping on the metal roof structure, nor was Lee Richards able to identify where they were. Please clarify where these conditions exist, or if this should be scratched from the Scope of Work. Remove seal stone coping joints from SOW. 4. Lightning Protection System: In order to properly seal all the coping with a 3-course coating, the lightning protection system should be removed. If it is going to be reinstalled, a certified lightning protection company must install and re-certify the system. Please provide directions as to whether the system should be removed and reinstalled or scrapped. Yes, remove reinstall and certify. 5. Lightning Protection System: If the decision is made to remove, reinstall and re-certify the lightning protection system, should an estimate for this work be included in our Proposal as a Scope of Work change or will that work be covered under a separate solicitation? This is part of this contract. 6. Infection Control Risk Assessment (ICRA) Requirements: The SOW states: All work shall be done according to the Infection Control Risk Assessment (ICRA) specified for the respective areas where work is performed. Will the ICRA Requirements be posted in or near the work areas or will some other method of notification be used? ICRA will be posted as required. 7. Warranty Requirements: Please clarify expectation of outcomes and responsibility of contractor with regards to warranty. Point-of-entry for leaks on BURs (built-up roofs) are some of the most difficult roof leaks to identify. The IR scan and prescribed leaks will almost certainly help address a number of the current leaks, but it should be expected that not all leaks will be addressed in the initial round of work, and call-backs should be anticipated. Does the required 1-year warranty only apply to the actual work completed, or is it expected that the contractor will for 1 year assume responsibility for all prior leaks, and be required to do additional work, even if beyond the scope of the original contract, up through the 1-year mark? The warranty will apply to the 15,000 sq. ft. of leaks that are repaired per contract. 8. Past Performance Requirements: My Firm is a certified SDVOSB. As such, it is my plan to be the Prime Contractor for this project with responsibility for high-level contracts and project management operations. My Subcontractor is an experienced Roofing Company with verifiable past performance on government, state and local commercial projects of similar type, scope, size and complexity of the roofing repair requirements of the solicitation. Is it permissible to use only the Subcontractor s past performance for our proposal? Past performance is from the General Contractor. 9. Quote Requirements: The Quote requires 2 emails of no more than 5MB each, 1 email for Price and 1 email for technical/past performance. Is the expectation to include Reps and Certs as an attachment to the email with the Technical/Past Performance information? Send all information per Contracting requirements. 10. Can you provide a copy of the roof plan and cut throughs from the architectural drawings? See attached. 11. The entire gravel roof was hit by 3-4 inch hail, do you all want use to warranty our repairs only or the entire roof? If we only need to warranty our repairs, how would billing for non warrantied roof repairs look like? Warranty is to cover repaired areas. 12. Do we need to detach and reset lighting rods or can we coat over them? Detach and reset lighting rods, no coating over lighting system. 13. When we are caulking the joints, do we need to caulk run all the way to the top of the joint underneath the coping metal or can we go as far as possible up the joint without bending the metal? No bending of metal. 14. Would you all accept an alternate if we could provide a 10 or 20 year solution that came with a manufacturer's warranty on the gravel roof system and stayed within the projects budget? Must meet the contract requirement. 15. Can you provide the contact information for the company that specified the scope for this RFP so we can discuss alternative options that can be installed within budget? No. Must meet the contract requirement. 16. What materials are to be used on the expansion joints . Stated in Statement of Work. 17. Provide asbuilts for the Building 202 or drawings. See attached. 18. Provide specifications. See SOW. 19. Provide is this a repair or replace project? Bidding process needs to be fair and for all to bid apples to apples. See SOW. 20. Can we have a satellite image or Eagleview report for the site? Contractor responsibility. 21. Is a bid bond required with our proposal? Per contract. 22. What are the badging/paperwork/legal requirements of our site workers? Contractor owned badge, and VA badges are required and will be provided by the VA. 23. To confirm, we need to have one OSHA 30 worker and all other workers onsite need to be OSHA 10? Per SOW. 24. How do you require us to store materials on site? A laydown yard will be provided. It is the Contractor s responsibility to store and secure all materials. 25. Bldg 202 has a lightening arrest (bonding) system that will have to be manipulated in order to replace the roof. The solicitation does not reference the bonding system. Does the VA require any specific work to the bonding system? If so, please describe. Does the bonding system need to be re-certified after the roof repair is completed? Contractor s responsibility to remove and reinstall. With certification.
