- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Brain Vision LLC. National Institute of Health, Clinical Center (NIH-CC) has a Functional & Applied Biomechanics Section (collectively Program) currently has an electroencephalogram (EEG) system is up for replacement. Experiments use EEG to localize cortical activation during mobile tasks such as walking and reaching in young infants and during brain computer interface training in children with cerebral palsy. These experiments require at least 64 channels of EEG and a system that is lightweight and wearable. Therefore, Program needs to replace its current 64 channel LiveAmp system, which is nearly five years old. Program also wants the flexibility to integrate the new LiveAmp system with its existing Brain Products software, hardware, and cabling, so Program needs to purchase the new equipment (Brain Products EEG) directly from Brain Vision to maintain compatibility.� This is a sole source requirement because we need this specific brand of Brain Products EEG, and Brain Vision is the only US distributor. EEG systems from different vendors are not compatible with each other. Program is currently using Brain Vision/Brain products software and systems, and have additional Brain Products add-on software and devices that can be used with the new system described here. Therefore, purchasing a new EEG system from a different vendor, rather than an additional LiveAmp system from Brain Vision, would not be compatible with the existing systems used by Program. This may negatively affect Program�s research and may introduce problematic variables that may make it difficult to compare data. In order to comply with the Buy American Act and Made In America requirements, a sources sought was posted on SAM.gov from May 9, 2024 to May 14, 2024 under #SS-CC-24-006376. A Buy American Act non-availability waiver request was submitted to the NIH HCA and through the White House OMB MIAO website. The waiver was granted. The NIH-CC has a requirement for the following: Brain Visions LiveAmp 64 channel system. See statement of work for more details about specifications. Place of Performance or Delivery: The Period of Performance is within six (6) months. Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-24-006376) by 4:00 pm eastern standard time on 07/25/2024 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
