- Vendor Questions and Answers 1. Attachment A: Requirement: Page 53, Instructions to Offerors, point 1. Quote submittal requirements, section a. note on solicitation terms and conditions states that Offerors need to provide a price for ALL assays to include open channel assays. Clarifications requested: Attachment A, column H is described as Quantity. Please clarify if this is the annual patient tests per year, the total tests run per year, or other. The number represents the total number of Patient Tests per year. Clarifications requested: There are a large number of assays listed on Attachment A with a quantity of 1. The current requirement as written is source-limiting to only one (1) vendor for the RBC Folate assay. Please rephrase so the vendor can propose an alternative option, such as send out. A non-eliminating value could be given to low volume assays that can be redirected to send outs that have limited impact to patient care due to the value of the test turnaround time (non-critical to patient care). See answer for answer below. Please provide a better volume of what is being sent out today for all of these with a value of 1 in order to properly quote repeats, etc. In the overall volume of the solicitation. All volumes estimated with a value of one (1) require only a best price/base price please. There is no known demand at this time; however, we need a price for future cases should they appear. 2. - Controls: Requirement: Page 10 of 36C26124Q0742 states the per reportable result price will include cost covering (a) equipment use, (b) all reagents, standards, controls, supplies, consumable/disposable items, etc. Clarification: are you seeking to change your ordering process or was this an oversight by using pre-formatted language? We are NOT seeking to change the ordering process. The ordering process will be Cost per Reportable Result. Clarification: Please identify which control vendor you currently use. We currently use Beckman-Coulter, Bio-Rad, Thermo Scientific Uro Chem Trac. Clarification: Are you open to using other control vendors? Yes, but each will be evaluated and we will select the best choice, that is most advantageous to the Government. Clarification: Are you using QC peer review software, and are we to include the cost of the software license for this? Yes, we use Bio-Rad Unity and Remisol QC Program. The majority of rules are written in the VA owned DIIM software. Less than 1% of rules are written in current vendor middleware (Remisol). Clarification: If there is a split between the VA Data Innovations and the vendor Data Innovations, please specify which party provides which rules. VA DIIM handles the majority of the rules, including AV. Vendor software handles minimal results (ex. tagging specific analytes when ""xyz"" occurs) Clarification: Is auto-verification to be performed using your instance of Data Innovations Instrument Manager, or are you expecting the vendor to perform this on their middleware? VA DIIM will handle AV. 4. - HbA1c assay: Statement: We notice that Attachment A shows a Quantity of 1 for A1c Whole blood. Clarifications requested: Please confirm if HbA1c is to be added to this solicitation. If yes, please provide the actual testing volumes and current platform this is performed on. Will continue to use HPLC methodology for Hemoglobin A1C. 5. - Procalcitonin assay: Statement: We notice that Attachment A does not show a Quantity for Procalcitonin. Clarifications requested: Please confirm if Procalcitonin is to be added to this solicitation. If yes, please provide the actual testing volumes and current platform this is performed on. Procalcitonin is 3,862 patients tests per year on Abbott Architect. 6. - CAD drawing of laboratory: Statement: We are requesting a CAD of the laboratory. Attached Regarding section 2.6, Q1, is the Fresno lab looking for an option that includes lab automation? Yes, if Chemistry Automation Trac can be fit into the existing Chemistry footprint/space/area it would be preferred. Or is automation a future state and pricing is not yet needed? See previous answer. If automation is included, is the lab looking for connectivity to third-party analyzing systems, such as coagulation? No, not currently. Chemistry Trac Only. Please confirm testing volumes in the Price List spreadsheet. Multiple tests are shown as 1 EA. All volumes estimated with a value of one (1) require only a best price/base price please. There is no known demand at this time; however, we need a price for future cases should they appear. Also, are volumes shown in the Quantity column annual? Yes. Due to scheduling around the July 4 holiday, will the lab consider an extension of one week? The solicitation close date has been extended to August 1, 2024. Questions from the site visit Is the VA OSHPOD (?) exempt? Sounded like a State of California vs eminent domain issue. VA Response VA is OSHPOD exempt. VA Technical Information Library (TIL) contains all necessary design and construction standards. What is removeable within the space? Any loadbearing walls? Utility removal? VA Response Two non-loadbearing partition walls and utility chases. Utilities (electrical, data, plumbing) to be removed/rerouted. What Middleware do we use? Remisol. Do we need/have auto-verification? Yes. QC Management? Remisol. Procalcitonin test is not on RFQ? Incorrect. We are performing 3,862 patient Procalcitonin test on the Abbott Architect per year. Hemoglobin test only has a unit of 1 on the RFQ? All volumes estimated with a value of one (1) require only a best price/base price please. There is no known demand at this time; however, we need a price for future cases should they appear. Are these stand-alone instruments with the possibility for future automation? Yes, future automation is anticipated after laboratory renovation a few years in future. Which Instrument Manager are we using? Data Innovations Instrument Manager.
