READ ALL� ATTACHMENTS INCLUDING SOW AND FULL SOLICITATION 19AQMM24Q0123� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � The Department of State, Bureau of Overseas Buildings Operations (OBO) has a requirement to provide systems furniture in diplomatic facilities worldwide. Department of State facilities are unique in their security requirements, infrastructure delivery and extended life cycle. 1.0������ SCOPE The Contractor shall provide high quality, low maintenance systems furniture that can adapt, with minimal effort, as the facility evolves.� Individual components and all assemblies shall break down for ease of inspection.� Furniture shall have a modern appearance, with finish options at various grade levels.� It shall include both panel based and freestanding furniture systems.� Systems furniture shall utilize a spine wall for power and telecommunications distribution and include integrated lighting, storage, and technology support, as well as ergonomic and adjustable height features.� All electrical and telecommunications components and infrastructure shall be integrated and flush with the spine wall and panels. CONTRACT The Department of State intends to award a Blanket Purchase Agreement (BPA) against a GSA schedule. The term of this contract will be one year with four one-year options to renew.�� MAXIMUM FOR BLANKET PURCHASE AGREEMENT This BPA is estimated but not guaranteed at $100M. Base + four (4) option years has a maximum ceiling of $100,000,000.00. WORKSTATIONS Must have the ability to provide both systems furniture, utilizing a fixed spine wall, and freestanding furniture with the following attributes. Panels The finished panels, connecting assemblies and components shall be uniform in quality, style, material, and workmanship and shall be clean and free from any defects that may affect appearance, serviceability, or safety. Panels shall have the ability to accept structural stacking elements. Tile finish options shall include paint, tackable or acoustical, wood, vinyl, laminate, marker board, safety/plexi-glass and pass through.� All glass products must be tempered and alternate glass products must be shatterproof.� The fabric section of any panel shall be without any sewn or glued seams. Panel fabric shall be installed with concealed edges to prevent fraying and shall be sufficiently stable that no snags or wrinkles shall appear on the finished screen. Panel fabric shall be stretched straight of grain. Panel fabric shall be high-performance and meet ANSI/BIFMA panel system standards. Fixed central spine must be self-supporting, without requiring perpendicular panel supports for a minimum run of 24�-0�. Fixed central spine must have the ability to accommodate electrical and telecommunication requirements detailed in section 15 of this, RFP, maximum 8 workstation capacity. Panels shall allow for a full range of panel mounted components at varying heights. Trim, filler components and all exposed panel ends shall be covered with hard surface finished trim.�� All hardware to be included.� Hardware used in assembling components and connecting panels shall allow for repeated assembly, disassembly, and reconfiguration. Assembly of panels shall not require any specialized tools. Panels shall accommodate hanging components on either side of panel frame, without requiring load balancing. Matching finish cover to prevent unsightly openings and shall be provided for knockouts/access points. Tool/accessory rail option to be flush mounted in panel frame with option for paper trays, vertical organizers, shelves, pencil tray, binder bins and divisional sorters. Panel Heights Wheelchair access range � 30� - 36"". Transaction/worksurface privacy range � 42"" - 45�. Seated privacy range � 54� - 60"".� Full standing privacy � 72"". Worksurfaces Worksurface lengths shall align with panel widths and span 60� unsupported without deforming.� All surface wood veneer, printed substrate surfaces, and plastic laminate shall have a balance sheet to minimize warping and bowing. The worksurface shall not exceed 1 ��and shall be made of medium-density core material or steel reinforced construction. Worksurfaces of more than 47"" width shall have steel reinforcement. Privacy screens in full and partial height shall be removable and interchangeable in the field. All worksurface components shall be non-handed, finished on all sides and shall accept a modesty panel.� Modesty panel shall be removable in the field.��� Finish options shall include at a minimum, wood veneer and plastic laminate and paint. For plastic laminate finish, manufacturers must disclose construction type (i.e., HPL or LPL/Melamine). All edges shall be finished with square edges.� Edge banding or solid veneer edge shall be fully integrated and match worksurface finish.� Integrated height adjustable worksurface located at (or perpendicular to) spine wall with extended height range adjustability. Worksurface height adjustability, load, capacity, and stability must meet ANSI/BIFMA requirements. 220V and 110V power options, UL listed and NEMA 6-20R or 5-20R plug. Power cord length 12ft min. No converters or pneumatic cylinders accepted. Base to support a minimum weight of 68kg (150lbs). Base shall be controlled pneumatically or electrically. Electric controller shall not have Bluetooth capability and shall have ability to adjust the height of the worksurface with a memory function for pre-set heights (either factory set or user set). Storage Storage components at a minimum must include: wardrobe, adjustable shelving, open and enclosed cabinet with adjustable shelving, credenza, and file pedestal. Shelving and storage units must be fully accessible from a seated position. Finish options shall include, at a minimum, wood veneer, plastic laminate, and paint. Pedestals Mobile, fixed and freestanding, file pedestal options shall be available as box/box/file and file/ file.� Freestanding file pedestals shall have full extension drawers and counterbalance weights. Finishes shall include, at a minimum, wood veneer, plastic laminate, and paint and include an option for an upholstered seat.� Pedestals shall be available in various depths to align with worksurface depths.�� Drawers shall have anti-rebound safety mechanism and leveling glides.� Drawers shall accommodate letter and legal filing capabilities and all required accessories included. Pencil drawer or accessory tray shall be provided.� Keying Individual components (wardrobe, files pedestals) for each workstation shall be keyed alike, with master keys provided.����� Ergonomic Capability Articulating keyboard tray with pneumatic assist and rotation.�� Adjustable single and dual monitor arm support with grommet and clamp mounted options. Monitor arm support shall be able to hold 34� monitor screens and 11.5 lbs. Acoustics Panels and screen options shall have acoustical properties or materials to assist with noise control and reduction. PRIVATE OFFICE Private Office Casegoods with the following key attributes: modular kit of parts containing a height-adjustable L-shaped desk, storage, display shelving and fabric-wrapped tackable workwall. Workwall Wall-mounted upholstered tackable panel. Wall-mounted shelving unit. Shelving component finish shall be wood veneer with square edge. Worksurfaces Finish shall be wood veneer with solid veneer wood edges on all sides. Material used for worksurfaces shall be resistant to scratch, impact, moisture, chemicals, and stains. The worksurface shall have a minimum thickness of 1 �� consistently throughout - and shall be made of high-density core material or steel reinforced construction. Construction shall also include a balance sheet to minimize warping and bowing. The worksurface shall be supported to ensure no visible deflection under a load of 180kg (397lbs). Worksurfaces of more than 47"" width shall have steel reinforcement. Height Adjustable L-shaped Desk Worksufaces finish shall be wood veneer with solid wood veneer edge.� �Material used for worksurfaces shall be resistant to scratch, impact, moisture, chemicals, and stains. Extended height range adjustability. Worksurface height adjustability, load, capacity, and stability must meet ANSI/BIFMA requirements. 220V and 110V power options, UL listed and NEMA 6-20R or 5-20R plug.� No converters or pneumatic cylinders accepted. Painted metal T-legs. Front-facing T-leg to be inset 18� to receive 15� box/file mobile pedestal. Standard dimensions 30�D x 70�W x 1.5�Thick, with other dimensions available. Base shall support a minimum weight of 68kg (150lbs). Base shall be controlled electrically. Electric controller shall not have Bluetooth capability and shall have ability to adjust the height of the worksurface with a memory function for pre-set heights (either factory set or user set).Shall include integrated wire management components. No locking mechanisms shall be included. All storage components shall be available in matching wood veneer finishes for casegoods throughout. Drawers shall have anti-rebound safety mechanism and leveling glides.� Drawers shall accommodate letter and legal filing capabilities and all required accessories included. Handles or pulls shall be Barrier Free compliant. All drawer assemblies shall have resilient bumpers to minimize impact noise when drawers reach the end of their inward and outward travel. All drawers shall have stops to prevent their accidental removal, but still permit removal of the drawers when required. All drawers� slides shall be full extension and corrosion resistant. Ergonomic Capability Articulating keyboard tray with pneumatic assist and rotation.�� Adjustable single and dual monitor arm support with grommet and clamp mounted options. Monitor arm support shall be able to hold 34� monitor screens and 11.5 lbs. FREESTANDING FURNITURE Must have ability to provide coordinating freestanding furniture components and casegoods with the following attributes.� Lateral Filing Cabinets Shall be available in two (2), three (3), four (4), five (5) or one half (1/2) drawer and one full (1) file drawer configurations for lateral filing cabinets. The lateral filing cabinets shall have a counterweight base to prevent tipping when drawers are fully loaded and extended. The lateral filing cabinets with two (2) drawers shall fit under worksurfaces and have a radiused metal edge. Lateral file cabinets shall be keyed alike, with master keys provided.� Finish options shall include, at a minimum, plastic laminate, and paint.��� Bookcases Open bookcases shall have two (2), three (3), four (4), or five (5) shelves configurations for open bookcases with adjustable shelves. Bookcases shall have a counterweight base to prevent tipping over when all shelves are fully loaded. Finish options shall include, at a minimum, wood veneer, plastic laminate, and paint. Freestanding Tables Round, square or rectangular meeting table available with 4-star base and lockable casters. Standard dimensions 30�W x 30�L x 28.7�H x 1.5� Thick, with other dimensions available. Occasional table with standard dimensions 18�W x17�H x 1.5� Thick, with other dimensions available. Surface finish options shall include wood veneer, plastic laminate, and paint, at a minimum. All edges shall be finished.� Edge banding or solid veneer edge shall be fully integrated and match surface finish.� Storage Credenzas Shall be available with drawers, doors, adjustable shelving, waste/recycling unit, and integrated wire management. Standard dimensions 60�W x 18�D x 28.75�H, with other dimensions available. Finish options shall include at a minimum, solid surface (for tops), wood veneer, plastic laminate, and paint. Drawers shall have anti-rebound safety mechanism and leveling glides.� All drawer assemblies shall have resilient bumpers to minimize impact noise when drawers reach the end of their inward and outward travel. All drawers shall have stops to prevent their accidental removal, but still permit removal of the drawers when required. All drawers� slides shall be full extension and corrosion resistant. Handles or pulls shall be Barrier Free compliant. ELECTRICAL & TELECOMMUNICATIONS REQUIREMENTS � SYSTEMS FURNITURE Electrical and Telecommunications with international electrical capability System shall include the following capabilities. Accommodate both 220V/50Hz and 110V/60Hz.�������������� Maintain separate distribution for electrical and telecommunications cables, at 60% max fill ratio. Accessible cable trays and raceways for both freestanding and panel-based workstations. Pathways capable of accommodating up to 4-telecom cables per workstation. Integrated wire management system below and above worksurface Flush mounted power receptacles and data faceplates in the following configurations: Two (2) duplex electrical receptacles above the work surface Two (2) duplex electrical receptacles below the work surface located along the base Two (2) telecom faceplates below the work surface Two (2) telecom faceplates above the work surface ���������������������������� ������� 1.5.1���� TELECOMMUNICATIONS � PATHWAYS & CONNECTIONS Pathway within furniture supporting both electrical and telecommunications cabling must be minimally sized as 2� wide by 7� high and include a ferrous barrier to separate power and telecommunications cables. �Base telecom cable raceway must include a minimum of 2.5� of pathway height and 2� of pathway width to comply with cable bend radius requirements. �Whip� conduits are utilized to connect telecom cables from the wall to systems furniture. A one-inch (1�) conduit pathway connecting to system furniture will support a maximum of eight (8) telecom cables. Two (2) recessed, integrated telecommunication outlets shall be required for each workstation. Outlets located on each side of a single panel or spine shall be offset from one another. One (1) telecom receptacle configured with one (4) CAT 6 receptacles in compliance with the ANSI/TIA/EIA T-568A wiring scheme. One (1) telecom quad receptacle configured with one (4) CAT 6 receptacle in compliance with the ANSI/TIA/EIA T-568A wiring scheme and two (2) 50/125 SC fiber connectors. 1.5.2���� ELECTRICAL � RACEWAY & WIRING CONFIGURATION Design Reference E0803-C01.01:� Refer to E0904?02 Building Electrical Distribution for electrical distribution associated with modular furniture. Electrical cable raceway requires a minimum of 2.5 inches of pathway height and 2.0 inches of pathway width to comply with cabling requirements. Receptacle configuration for all furniture must be provided with host country utilization voltages.� For 220V/50Hz installations receptacles shall utilize NEMA 6-20R receptacles, UL rated at 250V/50Hz.� For 110V/60Hz installations receptacles shall utilize NEMA 5-20R receptacles, UL rated at 125V/60Hz.� Electrical configuration shall utilize a 4+4+2 wiring: Four (4) 20-AMP circuits, non-directional 10 wire configuration: four hots, four neutrals (12 AWG), two grounds. � An alternate 4+2+2 wiring configuration may be considered for specific projects: Four (4)20-AMP circuits, non-directional 8 wire configuration: four hots, two neutrals (10 AWG, 35A rated), two grounds.� Power must be factory assembled UL rated wiring harness (in-feed or whip) to connect the power.� 1.6������ INDUSTRY STANDARDS & TESTING Must meet full UL 1286 rating at 250V/50Hz and 125V/60Hz. 1.7������ WARRANTY & CLAIMS Provide statement of warranty for systems, finishes, fabrics, and accessories. A minimum of 3-year warranty period is expected for systems and casegoods furniture to align with Department of States project�s procurement, delivery, and installation timeframes. Manufacturers are required to process claims expeditiously. Orders resulting from claims shall be fulfilled within a maximum of 24 weeks after order approval by Department of State. Offeror should provide five (5) months notification to the COR for discontinuation of product line collections. The COR should be notifies immediately of product discontinuation due to unavailability of materials or supplier issues. If immediate discontinuation the offeror should provide DoS with product alternatives. 1.8������ SUSTAINABILITY ����������� Must meet ANSI/BIFMA Certified Level 2, minimum. 1.9������ REFERENCES Manufacturer shall submit a history of similar production quantities with on time results and with 220V/50Hz product supplied for overseas installation.�� Provide �past performance evaluations, references and contact information for at least three (3) projects with 220V/50Hz product supplied for installation overseas within the last three (3) years (attachment A). 1.10���� DEALER DESIGNATION Manufacturer shall designate a minimum of two (2) local dealers for furniture specification and project management support. One primary Dealer and one back-up Dealer, the primary Dealer shall maintain a minimum of four (4) cleared designers for production on staff to support Department of State projects. Back-up dealer shall maintain at minimum (2) cleared team members to include (1) designer and (1) team lead. Dealers shall be required to notify the Contracting Officer when dedicated resources fall under the minimum requirements for cleared staff. �Provide the following information on designated dealer: Dealer team members and their respective resumes, to include a Team Leader, Systems Furniture Specialist and all other professionals who will perform work on Department of State projects. Dealer technical capability, capacity, and flexibility to perform on multiple simultaneous projects. Dealer facility and team member clearance levels, issue date and expiration date, issued by the U.S. Department of State, Bureau of Diplomatic Security.� Dealers without active security clearances will not be disqualified if they meet or exceed all other requirements however, if designated dealer does not obtain required clearances by the end of the first contract year, they will not be considered for awards. Dealer�s history of similar project work with on time results and multiple simultaneous projects. Provide past performance evaluations, references and contact information for at least three (3) projects in the past five (5) years with a minimum of 50 workstations and at least one project with over 200 workstations. Must be active in SAM.gov and registered as a small business. All services must be on GSA. Dealer Cage code and DUNS number. 2.0������ PERIOD OF PERFORMANCE This BPA shall be effective on the date of the Contracting Officers signature and shall remain in effect for one year (twelve consecutive months) with 4 option years. Prior to the end of the base year a review will be done to determine if it is beneficial for the government to exercise the option to continue for another year. DELIVERABLES Project requirements vary in size, 5-1,500 systems workstations per order with multiple simultaneous projects. Dealers must designate a project team for each Department of State project to include a qualified Team Lead and Systems Furniture Specialist(s). Project team information such as relevant resumes and qualifications must be included in Dealer proposals for each project. Design Deliverable Schedule Each project shall begin the design phase within (2) weeks after the Dealer�s receipt of the design fee. The design phase shall be completed within a maximum of (12) weeks after project kick-off. For each project, the Dealer shall develop a project schedule to be approved by the Department of State. The project timeline shall include specific dates for all expected design deliverables including design production periods, deliverable reviews by the Department of State, production and manufacturing lead times, and order fulfillment. Dealer must notify Department of State of any deviations from the design standards. Quality Standards All wood casegood & workstation furniture produced for the Department of State shall meet ANSI/ AWI 400 Premium Grade Factory Finishing requirements. Wood veneer shall be ANSI HP-1 Grade AA. Transparent finish wood at exposed surfaces shall be of the specified species, cut, and veneer match. Solid wood stock shall be well matched for color and grain. Wood veneer shall be compatible in color with solid wood stock. Matching between adjacent panels shall be well-matched for color and grain. Defects are not permitted within material. Lighter than average color members shall not be installed adjacent to darker than average color members. Adjacent members must have similar grain. Colors of components should be nearly uniform; there should be no sharp contrast between adjacent components and eyes should not be drawn to color variations or tone differences. Project drawing deliverables shall include indication of wood grain direction and matching. Project drawing deliverables shall include under-surface component layout and wiring diagram/ specifications for workstation & casegood products where required. Manufacturers are to include installation instructions for all wood casegood and workstation furniture orders, which shall indicate placement requirements for compatible wood product matching to ensure mismatched material is avoided within adjacent product components. Manufacturing Schedule Dealers and Manufacturers are required to fulfill project orders within the agreed upon project schedule. Dealers and Manufactures will be liable for logistical expenses, and penalties or liabilities incurred by the Department of State due to Manufacturer�s failure to meet the agreed upon manufacturing and delivery period after a purchase order has been awarded. Shipping/Packaging Requirements Manufacturers are responsible for ensuring all materials and products are packaged and protected appropriately for overseas transport. Orders are expected to arrive at final destination in complete and intact condition. Manufacturers will be liable for incomplete and or damaged orders due to insufficient packing conditions. Manufactures are responsible for materials and products during domestic transport until product is received at designated Department of State domestic delivery location. � Commodity Delivery Instructions Delivery instructions will be detailed on each individual order.� Orders may require direct factory load out, staggered delivery windows and other special delivery instructions. Manufacturers are required to maintain proof of delivery (POD) documentation for a minimum 3 years after delivery to designated Department of State collection point. PODs are a required deliverable by Manufacturer to the Department of State for all projects and shall include a complete packing list within each delivery. 4.0������ PRODUCT TRAINING The Government may require periodic installation trainings from Manufacturers for the installation and reconfigurations of Manufacturers� casegoods and systems furniture products. Such trainings shall be facilitated by the Dealer or Manufacturer and held at an agreed upon and convenient location for all parties involved. Training should include hands-on tutorials featuring the product lines and typical components used in the Department of State standard workstation and private office. Training should result in installation certification of trainees.� � 5.0������ CLAUSES 5.1������ 52.217-8�Option to Extend Services (Nov�1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6�months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of clause) 5.2������ 52.217-9�Option to Extend the Term of the Contract (Mar�2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months. (End of clause) 6.0������ INSTRUCTIONS TO OFFERORS 6.1������ RFQ Submission Package Requirements Submissions shall include: Detailed product description inclusive of all criteria - Sections 1.4 through 1.10 Typical drawings (3d�s, elevations and plans) of each 4.5 workstation cluster in options A, B and C, the 8.3 workstation and the private office. Color renderings illustrating attributes and features of the workstations, finishes and materials.� Renderings required for each 4.5 workstation cluster in options A, B and C, the 8.3 workstation and the private office. Bills of material required for each 4.5 workstation cluster in options A, B and C, the 8.2 workstation and the private office. For sections 1.5 and 1.6, provide wiring diagrams and UL ratings and testing documents and certification for prescribed voltages. Attachment C � Offeror Cost Estimate System Furniture - Section 1.3 through 1.3.5 � Proposed rates for: Workstation 4.5 (based on Typical C), Workstation 8.3 and Private Office. Summary of Base and Option Years - Section 1.3.6 Attachment A�s - Provide past performance evaluations, references and contact information for at least three (3) projects with 220V/50Hz product supplied for installation overseas within the last three (3) years. Attachment A�s � Dealer qualifications, provide performance evaluations, references and contact information for at least three (3) projects in the past five (5) years with a minimum of 50 workstations and at least one project with over 200 workstations. Offeror must be on GSA schedule and shall provide GSA Schedule number. Offeror shall designate two local furniture dealers with key qualifications, background and experiences of the project director and other staff proposed to work on these projects. After evaluation of initial response to RFP, offeror may be required to provide mock-up of system furniture at Offeror�s expense, location to be determined by Offeror within a 50-mile radius of Arlington, VA 22209 7.0������ RFP QUESTIONS Prospective offerors should submit any questions regarding this RFQ by e-mail to Charlotte Cameron at the following e-mail address CameronCR@state.gov.� Questions should be submitted no later than 5:00 pm, Eastern Time July, 29, 2024 to ensure timely response.� Questions received after that date may not be answered. 8.0������ RFQ SUBMISSION INSTRUCTIONS Submissions shall be submitted by email to Contracting officer Charlotte Cameron, email address CameronCR@state.gov, no later than August 19,�2024 at 5:00 PM Eastern Time closing time and date of RFQ. Proposals that fail to address each of the submission requirements may be deemed non-responsive and will not be further considered.� The Department of State, solely upon its own discretion, will evaluate vendors on their overall compliance, and may deem a vendor to be materially compliant, even if that vendor is non-compliant to a particular requirement of the RFQ. If specific submission requirements are particularly large and self-contained, they may be included in a separate appendix rather than in the body of the proposal.� Submittals should not direct the evaluation team to general brochures, marketing materials or websites to obtain information related to the specific submission requirements; submittals that utilize reference to external materials as an answer will be considered non-responsive. Submittals should provide straightforward and concise information that fulfills the requirements of the RFQ.� Emphasis should be placed on clarity and completeness of content.� Proposals should not include generic promotional materials that do not address substantive content.� Hard copy brochures and marketing materials may be included as supplemental information. Any attempt by an Offeror to contact a member of the Department of State staff or advisors outside the RFQ process, to gain knowledge or an advantage, may result in disqualification of the Offeror.
