- REQUEST FOR INFORMATION:�Enterprise Intelligence and Data Solutions (EIDS) Program Management Office (PMO) 1.0������ Description 1.1������ The Defense Healthcare Management Systems Contracting Division (DHMS-CD) in support of the EIDS PMO is seeking information on how an interested contractor could support the Legacy Data Consolidation Solution (LDCS) requirement. 1.2������ THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the DHMS is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Systems for Award Management website, SAM.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0������ Background The LDCS project is a multi-disciplinary project that integrates critical clinical legacy data as part of the MHS Genesis deployment (Essentris, Armed Forces Health Longitudinal Technology Application (AHLTA), Composite Health Care System (CHCS), & Enterprise Blood Management System (EBMS) and develop a front-end user interface to extract and view legacy data. Make available a records management application Health Information Archive (HIA) to be used for any clinical, analytical, or research need. EIDS requires the contractor to finalize development and deployment of a cloud-native LDCS-HIA solution that will provide a secure and active health data repository for DHA�s legacy clinical systems. The LDCS-HIA solution will provide clinicians with direct access to a single source of a patient�s longitudinal historical medical records. 2.1������ Planned Production: N/A 2.2������ Delivery Period: Period of Performance: 1 Nov 2024 � 31 Oct 2025 2.3������ Limitations: N/A 2.4������ Security Requirements: This acquisition does not require access to classified information nor is it a classified acquisition. Medical files and information pertaining to beneficiaries must be maintained in compliance with DoD Administrative Instructions No. 15, �Administration Procedures for the Office of the Secretary of Defense Records Management Program.�� 3.0������ Requested Information 3.1 Interested parties should describe how they would provide the basic services required to complete the following tasks: Describe the proposed mythology for maintaining the EIDS LDCS-HIA solution as identified in included DRAFT Performance Work Statement (PWS) that will provide a secure and active health data repository for DHA�s legacy clinical systems.� Identify required software, hardware, and infrastructure necessary to operate the proposed solution. Identify if there are annual costs for sustainment, i.e., annual license, to continue use of the HIA solution. How will the interested party perform program management as identified in included DRAFT PWS for the period of performance. Include examples of relevant experience, how long will be required for a phase in period to begin performing work described. Provide an example schedule for the performance of transitioning the data from the legacy system to the proposed HIA solution. How will the interested party perform technical support to the EIDS PMO as identified in included DRAFT PWS consolidating the legacy systems and decommissioning them from service.� How will the legacy data be transformed for insertion into the HIA solution. How will the solution support AWS Gov Cloud storage.� If there are additional steps required to move to the cloud, identify the processes and any tools necessary. Identify how testing will be performed to ensure that the data is accurate and correct prior to transition from the legacy to HIA system.� How will the interested party perform operational support for the proposed LDCS-HIA system as identified in included DRAFT PWS. Describe any necessary pre-production environment necessary to perform data transformation and cybersecurity updates. Identify how the interested party will respond to trouble tickets as identified in included DRAFT PWS in a timely manner. Interested party should identify how experienced they are with the DOD�s Risk Management Framework and continuous monitoring of systems. 4.0������ Responses 4.1������ Interested parties are requested to respond to this RFI with a white paper. 4.2������ White papers in Microsoft Word for Office 2010 compatible format are due no later than 5 AUG 2024 11:00am EST. Responses shall be limited to 5 pages for Section 2 and submitted via e-mail only to Katelyn.j.oconnor.civ@health.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3.����� Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1.�� Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2.�� Recommended contracting strategy. 4.3.3.�� Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services. �Small business concern� means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $34M million dollars in annual receipts. Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at https://www.acquisition.gov/browse/index/far 4.3.5 The facility security clearance of the offeror. The number of pages in Section 1 of the white paper shall not be included in the 5-page limitation, i.e., the 5-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 5 pages. Additional materials provided in Section 1 of the white paper will not be reviewed to determine interested party adequacy to perform the identified work. 4.5 Section 3 of the white paper may be included to provide feedback on the system specification as identified in PWS paragraph 3.4 TECHNICAL CAPABILITY.� This section is optional if the Respondee has no questions, comments, or concerns with the technical solution.� This section of the white paper shall not be included in the 5-page limitation. Material provided in this section will not be reviewed to determine interested party adequacy to perform the idenfied work. 5.0������ Industry Discussions DHMS representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0������ Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered via email; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 29 JUL 2024 11:00AM EST will be answered. 7.0������ Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Legacy Data Consolidation Solution � Health Information Archive system and services. The information provided in the RFI is subject to change and is not binding on the Government. The DHMS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
