Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source and award a purchase order to Candid, 32 OLD SLIP, FL 24, New York, New York 10005�3500 for subscription services. This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 13.106-1(b) �Only one responsible source and no other supplies or services will satisfy agency requirements� in accordance with 41 U.S.C. 1901(e)(2). The North American Industry Classification System (NAICS) code for this requirement is 519290: Internet Publishing and Broadcasting and Web Search Portals with a size standard of 1,000 employees. The PSC is R615: Support � Administrative: Background Investigation. HUD anticipates negotiating and awarding a firm-fixed-price purchase order to Candid. The Office of Housing Counseling (OHC) requires contractor support to provide access and training to information on housing counseling organizations. The purpose of this requirement is to provide staff with user ID�s and passwords to access a database of information that contains data on charitable organizations to acquire U.S. nonprofit organizational background information. With it, one can access data on over a million nonprofits to inform decision-making and evaluation. This subscription service will allow the user to verify the names of board members, physical location of agency, mission statements, financial information including IRS for 990�s, criminal histories, potential conflicts of interest and other relevant information on an organization. These items are critical in determining the fitness of the agency to be HUD-approved. The subscription provides access to extensive search filters, in-depth nonprofit information, and extensive data visualizations. Specific requirements of the subscription shall include, but are not limited to, the following: Provide up to 50 licenses for access to the search database Verify legal standing of organization; Verify board member status and background; Review organizational mission; Validate organizational location; Check financial information of organization and its capacity; Access salary information of key personnel, and other relevant agency information for all nonprofit organizations requesting to participate in the following FHA activities (See IV. TASKS In the SOW). �The Contractor shall also provide diagnostic resource tools, templates and training materials which shall be downloadable (example format, �pdf�) and provide direction and guidance on how to achieve certain desired objectives. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. �If no affirmative responses are received within 3 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Candid. There is no solicitation package available. All responses to this notice of intent must be submitted so that they are received at Tracie.R.Harrell@hud.gov and Tracy.R.Davenport@hud.gov� no later than Monday, July 29, 2024, at 2 p.m. EST.
