- The Government hereby submits a notice of intent to award a sole source cost reimbursement Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for Standing Committee for Emerging Infectious Diseases (SCEID) and Other 21st Century Public Health Threats to National Academies of Sciences, Engineering, and Medicine (NASEM). SCEID will serve as a continued source of subject matter expertise that will provide input on research requirements, policy considerations, and strategic advice on topics related to emerging infectious diseases and other public health threats. The total estimated value is a potential IDIQ ceiling of approximately $15M. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective as noted in the attached draft Statement of Work (SOW). The determination not to compete this proposed contract action is solely within the discretion of the Government.� Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. Potential sources who believe they can provide the services listed above are invited to submit specific capabilities for this requirement to the identified point of contact, ashlie.evans@hhs.gov on or before 10:00 AM, 6 August 2024, ET. �A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
