- The U.S. Geological Survey requests services from Geospatial Media and Communications, to facilitate NGP�s participation in the Global Partner Alliance for Geospatial Data. The National Geospatial Program seeks to participate in the Global Partner Alliance and to invest in developing a positive and collaborative approach towards building the global geospatial infrastructure framework. USGS will enter into a sponsorship for GeoGov Summit 2024. Period of Performance will be from September 10 - 12, 2024. Geospatial Media and Communications is to be awarded this action on a sole source basis under the authority of FAR 13.106-1(b)(1). Vendors are invited to contact the Contract Specialist, Miranda Blankenship via email at mblankenship@usgs.gov no later than 1:00PM EST, Monday, July 29, 2024, with any questions or comments. Sole Source Justification States the Following: The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1). National Geospatial Program (NGP) requests services from Geospatial Media and Communications, to facilitate NGP�s participation in the Global Partner Alliance for Geospatial Data. Geospatial Media and Communications has entered into a collaborative agreement with the United Nations Statistics Division (UNSD) to co-lead activities related to a common goal of demonstrating the true value of global geospatial knowledge and the data ecosystem through a public-private partnership focused on strengthening the geospatial knowledge infrastructure. The National Geospatial Program seeks to participate in the Global Partner Alliance and to invest in developing a positive and collaborative approach towards building the global geospatial infrastructure framework. Geospatial Media and Communications, through its partnership with the UNSD, will provide the following services to NGP as part of the Global Partnership Alliance for Geospatial Data: 1. Assessment of the value and relevance of the National Geospatial Knowledge Infrastructure in the global economy and society; 2. Development of guidelines for the evolving role and mandate of national geospatial agencies in 4th industrial age; 3. Support and contribute towards strengthening the United Nations Committee of Experts on Global Geospatial Information Management Integrated Geospatial Information Framework; 4. Development and organization of training program for senior executives of National Geospatial Agencies; 5. Organization of an executive seminar on co-creating the geospatial knowledge infrastructure through public-private partnerships; 6. Organization of a workshop and training program in Asia and Africa; 7. Production of an annual report on value proposition of geospatial knowledge infrastructure in the world economy and society The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) � only one source reasonably available. The partnership with UNSD that Geospatial Media and Communications has developed in order to shape the strategic direction of the global geospatial knowledge infrastructure is unique, as such no one else can satisfactorily perform the required service. This collaborative alliance will work to bring together leading geospatial institutions representing the global geospatial ecosystem including government, business, academia, and civil society. Geospatial Media and Communications is thus uniquely qualified to lead efforts on behalf of the Geospatial community and provide partnership service, no other organization has such a capability. The scientific merit and technical capability of the vendor, in their partnership with the UNSD, will yield a unique approach benefitting NGP in meeting a number of program objectives. Market research indicates no other source can provide the required services in collaboration with UNSD. We performed internet research to evaluate the ability of the geospatial community and found no other vendor offering this package of services in conjunction with the expertise of UNSD. In addition, NGP leadership�through our participation in the United Nations Global Geospatial Information Management, an global body to promote international cooperation in the field of global geospatial information�has significant professional knowledge of the marketplace and knows that although some of these services are offered by other vendors, it is only Geospatial Media and Communications has the collaborative agreement with UNSD to develop the Global Partner Alliance for Geospatial Data for this package of services that NGP is seeking.
