- Date: 07/23/2024 To: General Public (Via the Government�s Point Entry) From: Mark Barber, Contracting Officer, National Park Service, Denver Service Center Subject: Sources Sought Notice Reference: LAKE 254108, Relocate Callville Bay Water Intake Barge This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 237110/ 237990 Small Business Size Standard: $45,000,000 Solicitation: The NPS anticipates issuing a request for proposals in the Fall of 2024. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: Project Conditions (see samples below, tailor/add/delete per project - work with PM/PS, note any logistical/cultural/historic considerations here): The project is located at Lake Mead National Recreation Area, Nevada. The construction magnitude is $5M-10M. The surrounding area is rural with limited staging located at Abandoned Loop D Campground, the Existing Generator Site, or the UV Enclosure and Generator Site Plateau. The Project site has significant access challenges due to steep topography of the location and limited existing access roads/points. The Project does contain design and installation of a floating steel barge and wave attenuator system, these features will be performance-based specification. The Project will include underwater construction for setting and connecting deadman anchors for the barge and wave attenuator. The Project will include Structural Tests or Special Inspections related to the concrete slab-on-grade foundations for the UV Reactor and Generator foundation; concrete anchor blocks; geotechnical testing for installation of underground utilities, welding for work on the steel barge and wave attenuator. Additional special inspections may be reserved for the construction of the barge and wave attenuator. The Project has multiple long lead items to include but not limited to; turbine pumps, UV Reactor, UV Enclosure, Generator, Wave Attenuator and Barge. The Project includes a requirement to work with NV Energy for utility coordination. NV Energy will be providing design and installation of a new power transformer to replace the existing transformer located near campground loop D. The remaining power systems to the UV enclosure and barge will be the responsibility of the contractor. The Project does contain demolition activities of existing electrical and piping equipment that may contain hazardous materials including asbestos cement pipe and a small volume of petroleum-based products and contamination. The Project will require navigation warning buoys. The Project does contain requirements of significant excavation for pipeline construction and near surface hard rock was encountered in geotechnical investigations. The construction site is 30 of miles from nearest suppliers and lodging facilities. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The Project does contain some areas of cultural significance. The anticipated period of performance of 580 calendar days including any potential weather shutdown. Winter construction may be required. Although the climate has mild winters, extreme weather could impact construction schedule and construction efforts. Project Scope: This project will relocate and replace the Callville Bay water intake barge system to allow for drinking water production to a Lake Mead elevation of 950� above sea level and negate further intermediate and costly barge movements. The current location of the water intake barge at Callville Bay can provide drinking water to a Lake Mead elevation of 1075�. Completing this barge relocation will involve the rerouting and extension of existing raw water transmission lines, construction of a moored breakwater, replacement of electrical transformer by a 3rd party power provider, replacement of existing standby generator with new appropriately positioned generator, as well as the extension and up-sizing of existing electrical lines. Enhance existing service road to access new system equipment (generator, UV treatment unit). Removal/demolition of existing barge, pumps and motors and associated controls and replacement with a new barge, pumps, controls system. Installation of a UV raw water treatment system to counter the Quagga mussel infestation of Lake Mead. Submittal Contents: Interested (small and large) businesses should submit the following information: (1) Company name, DUNS number, address, point of contact, telephone number, and email address. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company�s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions. Including marine construction and hard rock trenching. (5) In addition, businesses may submit existing marketing materials such as capability statements and brochures.
