Special Notice: Intent to Sole Source Data Backup Proof of Concept Reseller July 22, 2024 Contracting Office: Bureau of the Fiscal Service, 200 3rd St Parkersburg, WV 26101 SS-MSC-24-111 Upon final approval, the Bureau of the Fiscal Service (Fiscal Service), on behalf of Federal Mine Safety and Health Review Commission (MSC), 1331 Pennsylvania Ave NW, Suite 520N, Washington, D.C. 20004-1710, intends to make an award on a sole source basis for a firm-fixed-price purchase order to SelecTech LLC, 9658 Baltimore Ave, Suite 300, College Park, MD 20740-1346, under NAICs code 541519 for a Data Backup Proof of Concept Reseller. The FMSHRC currently has a network infrastructure back-up hardware through Commault/Drobo, which is at the end of its life. The Program Office is seeking a back-up hardware alternative. After conducting Market Research, the Program Office concluded that there were two potential solutions for replacing the current setup: GEN3i/Rubrik or Commvault Metallic. The Program Office researched the alternate option, Commvault Metallic, and found it was unable to rehydrate and transfer the existing data to its government cloud solution. In addition, the POC cannot be performed in a FedRamp government environment, which is another solution requirement. GEN3i/Rubrik is able to provide a service that is highly specialized, and they excel in migrating data from legacy systems, streamlining the process without breaches in access to data. This seamless transition will cause minimal disruptions to business operations, which is crucial for FMSHRC to modernize its data infrastructure while adhering to the Commission�s indefinite Records Retention Policy. Rubrik is the legacy system for FHSHRC�s data and GEN3i has the proprietary knowledge to move data into a secure cloud solution provided by Rubrik. Rubrik is also in the final stage of receiving its FedRamp status and complies with all IT federal mandates and executive orders. GEN3i and Rubrik can collaborate to develop a tailored migration plan that addresses the challenges associated with backing up the Commission�s legacy data through a Proof of Concept (POC). A POC will allow the Commission to assess the viability and effectiveness of a solution within the specific context of the Commission�s needs according to its required specifications and within the existing technical environment. Both companies adhere to the highest security and compliance standards for data migration processes, implementing robust security protocols and compliance measures. Their highly specialized POC is the most ideal solution for the agency�s backup data modernization. To address the aforementioned concerns, the Program Office is requesting a sole source purchase with SelecTech. SelecTech is the exclusive partner of GEN3i and there are no other resellers that both GEN3i and Rubrik share. They are currently the only option available to implement a solution utilizing both GEN3i and Rubrik. Per FAR 16.505(b)(2)(i)(B), only this awardee is capable of providing the supplies/services required at the level of quality required because supplies/services ordered are unique or highly specialized, qualifying the need for a sole source purchase order. The award will have (1) twelve-month base period beginning on the date of the award. NO SOLICITATION IS AVAILABLE.� A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 07/30/2024 at 10am EST. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-MSC-24-111 /Attn: Kay MacDonald � Paul White. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to SelecTech LLC. Qualified Contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Small Business, Small Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HUBZone, Women Owned Small Business, Other than Small Business etc.).� Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. 2. UEI Number. 3. Specific details of the product(s) that your company offers in regard to this notice. 4. Whether your content is available through a Government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. No other information regarding this Special Notice will be provided at this time.
