Description
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the 59th Medical Wing (59 MDW) Science and Technology (S&T) Office, is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice. The Government intends to award a sole source contract to ABSS Solutions, Inc. (ASI). �The 59 MDW, in support of Defense Health Agency, Headquarters United States Air Force Surgeon General and United States Space Force Surgeon General, requires technical and professional services supporting the 59 MDW S&T Technical Clinical Research Team (TCRT). �The 59 MDW S&T Office advises and conducts clinical and translational research under the guidance of the Air Force Surgeon General, the Secretary of the Air Force, Air Force Chief of Staff, and the Office of Assistant Secretary of Defense for Health Affairs on matters pertaining to the medical aspects of the Air Expeditionary Force and the health of Air Force personnel and beneficiaries. To support the required research, S&T offices conduct translational research in the areas of emergency medical care, combat casualty care, force health protection, restorative medicine, clinical and rehabilitative medicine and specialty centers. The 59 MDW requirement includes support of Defense Health Agency and the Air Force Medical Service clinical and translational research activities in all capacities ranging from providing personnel services to developing research execution plans and protocols, including consultation, support, and/or execution services on all aspects of the Research and Development process from concept development through FDA approval and market/field introduction. ASI is the only contractor poised to provide the necessary services to support the 59 MDW S&T TCRT in accordance with the existing Statement of Work by the expiration of the current contract/order. As the incumbent contractor, ASI is the only source that currently possesses the operational infrastructure, knowledge, and experience required to continue providing the requested services until a new contract vehicle can be established. Award of this contract to any other contractor would result in unacceptable delays, including a potential lengthy lapse in service and mission disruption, thereby justifying the limit source selection. This contract will be issued on a sole source basis with an anticipated 12-month period of performance. The North American Industry Classification System (NAICS) code for this requirement is 541714 � Research and Development in Biotechnology (except Nanobiotechnology). Any sources that believe they are eligible and capable of providing this product must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the response date listed, which reflects fifteen (15) days after the publication of this notice, the contract may be awarded without further remark.
