Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) July 23, 2024 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Lecanto Community Based Outpatient Clinic (CBOC) 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Lecanto Community Based Outpatient Clinic (CBOC). This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 36 months. VA has received approval for a major lease which will create expanded service opportunities for Veteran s health care for the Replace Lecanto CBOC Clinic. This project will facilitate a lease/construction of a new Outpatient clinic in Lecanto, Florida that features approximately 46,248 NUSF. This project would replace the current facility. The facility is inadequately sized for the existing patient load and cannot accommodate the anticipated growth of the Veteran population and service needs. This new lease will allow VHA to significantly expand its mental healthcare access in the area, providing much needed medical services to the Veteran population. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 08 August 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 05 September 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
