- Notice Type: Pre-Solicitation Notice Synopsis The CONOPS National, DC MABO intends to issue a Request for Proposal (RFP) for the National Capital Parks - East (NACE) Folger Park Sidewalk Rehabilitation project. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. This procurement action is being solicited as a 100% 8(a) competitive set-aside. The NAICS code is 237310, with a size standard of $45 million and the Product Service Code is Z2PZ. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project and the magnitude of this project is between $1,000,000 and $5,000,000. This work involves, but is not limited to the following: This project includes removal and replacement in kind of 19,870 square feet of asphalt walkways and 5,329 square feet of the central square with blue stone flagstone. Work includes tree protection; demolition and disposal of existing asphalt walkways on concrete base; replacement of asphalt walkways on concrete base; demolition and disposal of remaining broken plaza flagstone; installation of new stone pavers on a concrete base; removal, storage, and refurbishment of existing site furnishings, including trash receptacles and park benches; fine regrading, topsoiling, and re-seeding impacted adjacent planting and turf areas; temporary fencing; and erosion and sediment control measures. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any Proposal preparation costs. USDA BioPreferred product categories apply to this acquisition. For more information regarding the Department of Agriculture Biobased Program go to: http://www.biopreferred.gov. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the solicitation: 1) Technical Capability 2) Past Performance 3) Price The solicitation package will include the Solicitation Forms (SF1442), Drawings, Specifications, Wage Determination, and other attachments as required. Documents will be posted to SAM.gov Contract Opportunities on or about 8/7/2024. Contractors must be registered in the System for Award Management (SAM) AND be 8(a) award eligible in order to participate in this requirement. The SAM can be found at https://www.sam.gov.
