- COMBINED SYNOPSIS / SOLICITATION COMPETITIVE Title: Olink Sample Services �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95024R00102 and the solicitation is issued as an request for proposal (RFP). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-5, dated May 22, 2024. (iv)������ The associated NAICS code 541380 Testing Laboratories and Services and the small business size standard $19M.�� This requirement is full and open with no set-aside restrictions. (v)������� Description: The Contractor will perform the OLink Explore HT Biomarker discovery protocol analysis by Illumina Novaseq 6000 platform.� Samples will be submitted to the vendor for one run of the Explore HT OLink platforms, consisting of 172 samples in the one run. After completion of the work and acceptance of the data by the NINDS Bioinformatics Core Facility, these samples will be returned to the investigator on dry ice.� Please refer to Attachment 1 � Statement of Work. (vi)������ Please refer to Attachment 1 � Statement of Work for details and information describing the salient characteristics, requirements, and location for the delivery of services. (vii)����� The anticipated period of performance shall be a 3 month period effective at time of award. (viii)���� The provision at FAR clause 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. The following instructions are included as an addendum to this provision. Cover Page: The Quoter shall provide the below information on the first page of its response: Solicitation Number: 75N95024R00102 Quotation Number Submission and Expiration Date of Quotation Company�s Full Name and Address; Company�s UEI Number, CAGE Code, and TIN Number; and Name, Telephone Number, and Email Address of Person Authorized to Provide Quotation Technical Response Format: Quoter responses shall be no more than ten (10) single-sided pages in length and submitted in PDF format. This page limit does NOT include: Price Quote/Narrative Representations and Certifications Supplemental Documentation Technical Response: Responses to this RFQ must include enough information to establish that the Quoter can provide the required services and satisfy the �specific requirements� described within the SOW and the technical evaluation criteria. Quoter should also provide any other information or factors that are relevant to the award decision. Additionally, responses must include a statement specifying the extent of agreement with all terms and conditions included in the solicitation. Business Response: Quoters are instructed to submit their price quote as a separate attachment in either PDF or Excel format and include the following information for the base period and option item, as applicable. Total price (must be clearly stated and represent a firm-fixed-price amount for performance of all work during the purchase order�s period of performance. Quoters may also provide a narrative describing the basis for their pricing, which should not exceed 2 pages in length. (ix)������ The provision at FAR clause 52.212-2, Evaluation � Commercial Items, applies to this acquisition.� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. It is NINDS� intent to evaluate quotations received under the following factors using the details indicated below. (i)� Technical capability of the services offered to meet the Government requirement���� (Pass/Fail) (ii)� Price (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x)������� The Offerors to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications�Commercial Items, with its offer. (xi)������ The FAR clause at 52.212-4, Contract Terms and Conditions � Commercial Items, applies to this acquisition.�� (xii)����� FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items, applies to this acquisition.� See Attachment 3. (xiii)���� The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices. See Attachment 2. (xiv)���� The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv)����� All questions shall be received via email to Sneha Singh at sneha.singh@nih.gov before 11:00 a.m., Eastern Time, on Monday July 29, 2024.� Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service.� The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.� Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria.� If applicable, the price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� All responses must be received by Monday August 5, 2024, 11:00 AM Eastern Time and reference number 75N95024R00102.� Responses may be submitted electronically to Sneha Singh at sneha.singh@nih.gov.
