Description
NOTICE OF INTENT TO SOLE SOURCE The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(2) Soliciting from a Single Source with Protein Metrics LLC, Boston MA to renew NIST�s current Standalone Renewable 12-mo. Machine-wide, Node-locked Byos License Modules for Peptide Analysis and Chromatogram Analysis. � The NIST Biomolecular Measurement Division (BMD) routinely performs analysis of biomolecules including proteins, glycoproteins and glycans in support of its mission to advance analytical techniques and measurement capabilities for biopharmaceutical product characterization and quality control. � Complex datasets generated from mass spectrometry analysis require robust data analysis platforms to confidently identify and quantify analytes of interest (peptides, glycopeptides and glycans). � The BMD�s suite of instrumentation includes mass spectrometry instrumentation manufactured by mutliple vendors, each producing raw data in their own proprietary formats. �Software used to analyze the raw data must be capable of processing any type of file format. � The use of mass spectrometry data processing software directly supports the development of new reference materials, maintenance of current reference materials and BMD�s mission of advancing technologies used in the development and production of biopharmaceuticals. � Protein Metrics Byos software workflows have been developed over the last several years for characterizing new reference materials and monitoring the quality of current reference materials, and new quantitative platforms are currently in development for use with new analyte classes. � The Protein Metrics Byos software suite requested is an integral component of data processing and analysis workflows currently established by the BMD. Only the Protein Metrics software can process any mass spectrometry vendor�s file format and includes an integrated tool for searching large protein databases for peptide identification. �BMD has already established data processing and analysis workflows for peptide, glycopeptide and glycan data based on the Protein Metrics suite required. �Due to the proprietary nature of the algorithms that comprise each vendor�s software platform, BMD�s established workflows cannot simply be translated to alternative platforms. � Protein Metrics LLC is the sole source for activation code renewals for the licensed modules.� A firm fixed-price purchase order will be issued on or about 30 Aug 2024 for a 1-yr. licensing period and include (4) 1-yr. optional licensing periods. �No solicitation package will be issued. �This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 6 Aug 2024. �Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. �
