Description

NOTICE OF INTENT TO SOLE SOURCE FOR MAINTENANCE AND REPAIR CONTRACT FOR SPECTRO SCIENTIFIC INSTRUMENTATION This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-l(b) (1). The US Army Contracting Command -Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following service: Aberdeen Test Center (ATC) and Chemical Sampling and Analysis Branch (CSAB) requires maintenance support including one preventive maintenance visit, unlimited phone/email support, and automatic software updates for the Spectro Spectroil M/N-W spectrometer, LNF Q200 particle count/shape classifier, and ASP autosampler equipment. The contractor shall provide all preventive maintenance necessary to maintain properly running spectrometer, LNF Q200 particle count/shape classifier, and ASP autosampler (equipment list may be found in C.3).� This contract covers all necessary repairs, parts, and travel expenses incurred to ensure equipment functionality.� The Government shall not exercise any supervision or control over the contract service provider performing services herein. The services to be conducted by the contractor on equipment for Aberdeen Test Center are located in the Continental United States (ie. Edgewood Area of Aberdeen Proving Ground (APG), MD. The service is for a 12-month base period and three (3) option period. The Government intends to award a Firm-Fixed Price sole source contract to AMETEK Spectro Scientific located at One Executive Dr, Suite 101 Chelmsford, MA 01824-2563. AMETEK Spectro Scientific, is the previous contract holder and due to the continued need for the maintenance and support services for the mission essential routine preventive maintenance.� The Spectro Scientific instrumentation has been utilized in the Chemical Sampling and Analysis Branch (CSAB) within the Warfighter Directorate of Aberdeen Test Center (ATC) since 2001.� This instrumentation is used to support oil wear metal analysis and identification in support of all vehicle testing programs at ATC and can be used for other fluid analysis as necessary. This M&R contract also supports the laboratory maintaining Joint Oil Analysis Program (JOAP) certification and ISO/IEC 17025 quality accreditation since 2003. Spectro Scientific is the sole source service provider in the U.S for equipment-specific spare parts and/or accessories. The associated North America Industry Classification System (NAlCS) Code is 811210 (Electronic and Precision Equipment Repair and Maintenance) and the Small Business Size Standard is $34M. All responses received within ten businesses (8) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
