- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).: ORNITELA UAB Svitrigailos g 11K-109VILNIUS, LT-03228 LTU Specifications for GSM Transmitter/Tracker for Mississippi Sandhill Crane Monitoring � GPRS/GSM transceiver required o SMS messaging o Data upload � Custom aerodynamic device to minimize physical and behavioral impact to endangered species o Developed in close consultation with endangered crane biologists; housing design documented to correctly slide up tibia when crane folds leg (to sit, incubate, etc) o Lightweight, <=50 g o Thickened bottom end to reduce wear on crane hock o Ease of deployment to minimize crane restraint time; has open vertical `window� on housing through which it slides quickly around tibia o Inner diameter ~22 mm, so transmitter � Leg-mounted device with secure closing �door� � No external antenna � Waterproof � Highly reliable, with failure rate of <10% in first year after deployment � Frequent tracking intervals, at least 5 minutes to 24 hours � Rapid data delivery, daily data downloads � User remotely controlled GPS and GSM schedules � Internal battery (prefer Li polymer) with 3-panel solar charger sufficient to log large number of positions without additional recharge; solar panels at least 20% efficiency. � Reliable product with minimal failure � Logged data storage if GSM/GPRS network is unavailable � Day and night sensing � Data record includes UTC date and time, GPS position, DPS altitude, battery voltage, battery charging current, (3) accelerometers, temperature � Operational temperature: from -15 to 45 degrees Celsius. The object of this sole source award is to require the purchase of acoustic telemetry transmitters compatible with current USFWS/USGS equipment to maintain an existing telemetry network in the Mississippi River. The system of receivers and transmitters are being used for tracking the movement and habitat use of invasive carp. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
