- This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source supply/service contract to NCS Corporation, Cage Code: 1MUE0. The objective of this contract is the acquisition and shipment of Model LMP-3000 Halocarbon Monitors in support of in-place filter certification of carbon filters and their filter banks for mechanical leakage in support of� (CCDC) Chemical Biological Center at Aberdeen Proving Ground, MD. Online Market research using the Google search engine confirmed that from a search of the Dynamic Small Business Search (DSBS) engine using NAICS code 334516 � Analytical Laboratory Instrument Manufacturing and key phrase/word �Halocarbon monitor� and �Vertrel� identified zero (0) business concerns with the capability of supporting this requirement. Online research was unable to find an alternate manufacturer. The instrument�contains an electron capture gas chromatograph that utilizes the high electron affinity of gases or vapors with halogen group elements to provide a measurable signal and report the concentrations on a digital display. Our specific application is for the in-place filter certification testing of carbon filters and their filter banks for mechanical leakage. Our application requires a specific tracer gas, Vertrel XF, to be used. This instrument is the only portable model available to meet this requirement. NCS Corporation is the only manufacturer who has a halocarbon monitor available that is portable and is compatible with the tracer gas Vertrel XF, which is used for our in-place filter certification testing program. Vertrel XF is used for our testing program because it has some solubility in water. Most of the systems we perform in-place certification on have a percentage of water loading on the carbon filters. Contract Specialist confirmed NCS Corporation is the manufacturer and sole distributor of the Model LMP-3000 Halocarbon Monitors in support of in-place filter certification of carbon filters. NCS Corporation has provided a proprietary letter. The North American Industry Classification System (NAICS) for this requirement is 334516 � Analytical Laboratory Instrument Manufacture. Posting date of this requirement is 24 July 2024. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later�than 8 August 2024. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required services.
