- Synopsis of the Proposed Dredging - Maintenance Dredging of Bronx River, New York, Federal Navigation Project The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of portions of the Bronx River, New York, Federal Navigation Project. The dredged material would be subsequently transported and placed at the Historic Area Remediation Site (HARS), approximately 4 miles east of Sandy Hook, New Jersey. The proposed maintenance dredging would remove approximately 200,000 cubic yards (CY) of material from the Bronx River channel. Dredging in this channel would be required to a depth of -10 feet Mean Lower Low Water (MLLW) plus 1 foot allowable over depth. The dredged material is expected to consist primarily of silt and clay. The proposed work is anticipated to be performed utilizing a mechanical dredge with a clamshell bucket. Additionally, multiple ocean-going scows and tugboats will be needed to perform the work during the dredging and placement operations. Any debris encountered during dredging operations will need to be appropriately removed and disposed of by the contractor. Based upon the results of testing of the sediments proposed for dredging in the Bronx River, New York, Federal Navigation Project, USACE and USEPA have determined that the material is Category 1, meeting the criteria for ocean placement as described in 40 CFR parts 227.6, 227.27, and 228.15, and is Remediation Material as defined under the USEPA, Region 2/USACE, New York District, guidance. Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 7,500 cubic yards per calendar day for the dredging and placement of the material, accounting for the removal and disposal of expected debris within the dredging footprint. The presence of dredging equipment in the channel will impact vessel traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact. The proposed work is anticipated to take place in the fall/winter of 2024. The work is estimated to cost between $5,000,000 and $10,000,000. Liquidated damages of $2,305.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This is an unrestricted procurement.
