Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Construct Addition and Renovate Community Living Center at the Wichita VA Medical Center (VAMC) located at 5500 E. Kellogg, Wichita, KS, 67218. PROJECT DESCRIPTION: The Wichita VAMC is seeking a general contractor to conduct the construction of the Project #589-703. The contractor shall provide for and furnish all labor, materials, equipment, temporary protection, qualified supervision, and shall perform all work necessary to construct an addition of approximately 18,000 square feet (sf), and renovation of approximately 14,000 sf of existing spaces to the Community Living Center (CLC), Building 60, at the Robert J. Dole VAMC in Wichita, KS. Construction shall include but is not limited to general construction, replacement of existing windows, drywall alterations, concrete, grading, drainage, mechanical work, electrical work, plumbing work, necessary removal of existing structures, landscaping, and other items. The new space (addition plus renovation) shall meet patient privacy requirements by constructing private patient rooms with bathrooms, living space areas, kitchen, dining room, and residential ancillary living space. The new addition will be one story with the capability of building a second story for future expansion. The renovation of existing space will entail structural upgrades that will be coordinated with the new structural steel and foundation design of the new addition. Both buildings will be treated as separate structures to meet current design and code requirements. There will be new utility systems added to the addition and renovated spaces as well as updates that will be made to the existing utility systems. The existing systems will be updated as necessary to meet current code and VA design guide requirements. These systems include, but are not limited to mechanical, electrical, plumbing, fire alarm, and fire suppression systems. These systems will be integrated for maximum enhancement to serve the entirety of the building. The construction of this project will take place in a busy, occupied, building and will require carefully phased construction to allow medical care functions to continue in an uninterrupted manner throughout construction ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in early or mid-August 2024. The period of performance is approximately 480 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
