Amendment 2 7/24/2024 - 1. Attachment ""Camera Locations"" uploaded to soliciation to highlight current 2 bullet cameras and 2 dome cameras location. Please be advised, also included is the Pan-Tilt-Zoom (PTZ) that is not being considered for this solicitation and falls outside of the scope of what we are requesting at this time. A reminder: Award will be made via Lowest Price Technically Acceptable. Request For Information 3 7/24/2024 - In response to site visit �1. Question: Can we leave PTZ alone and install a Digital Video Recorder (DVR) specific to the 4 new cameras? Answer: Yes, this requirement calls for 4 new cameras installed properly, and wired to a new DVR. DVR does not need to have capability to tie into PTZ as that is outside of the scope of this requirement. 2. Can we provide one system that can include PTZ still within budget?� Answer: The PTZ is�not being considered for this solicitation and falls outside of the scope of what we are requesting at this time. ------------------------------------------------------------------------------------------------------------------------ Amendment 1 7/18/2024 -� 1. Statement of Objectives & Solictation CLIN Schedule updates to break down camera qtys� Request For Information 2 7/18/2024 -� 1. Question: How many of them are bullets and how many are domes? Answer:�2 bullet style and 2 dome style 2. Question: Are all these cameras outside? If not, how many? All 4, 2 bullet and 2 dome will be located outdoor.� ------------------------------------------------------------------------------------------------------------------------ Request For Information 1 7/16/2024 -� 1. Question: Are Scaled Drawings available, if so please post. Answer: Scaled drawings, plans and specs are not available. �However a site visit is scheduled for Wednesday July 24th, 2024. Please see attachments for �439AW Form 1� and complete it entirely. Send completed document to alex.arnold.4@us.af.mil prior to Wednesday July 17th, 2024, by 2:00PM EDT. 2. Question: Are Ceilings Suspended? Or Hard Lid? Answer: Suspended/drop ceiling 3. Question: Are there existing Cable Trays for wiring above ceilings? Answer: �No 4 . Question: Can Existing Wiring be utilized? Answer: Most likely, as long as it is still serviceable 5. Question: Is a �UPS� required? If so, What Time/Power Duration is required? Answer: No 6. Question: Are �Or Equal� Equipment substitutions allowed? Answer: Yes 7. Question: Is �Plenum Wire� acceptable? Answer: Yes 8. Question: Is �After Hours Access� for said work, available to contractor at no add�l cost to the Gov�t? Answer: No. After hours would require overtime pay to escort the contractors. 9. Question: What is the height of Exterior Cameras? (If any) Answer: Estimated 50� 10. Question: Please provide/post other �Q & A� requests. Answer: Other Request for Information (RFI)�s will be posted on sam.gov. 11. Question: Please provide a list of equipment to be installed �Answer: 4 new outdoor cameras (2 bullet style and 2 dome style), a DVR system (to store recordings), mounting hardware, and camera wiring. 12. Question: Are there pipe chases between floors? Answer: �No, it is a single story building, install would not require multi-floor installation 13. Question: What is the range of the budget for this project, and is it already appropriated? Answer: Funds are not presently available at this time 14. Question:�Because�of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress�payments�allowed? Answer: Billing should be made via wide area work flow at the completion of the work outlined in the solicitation. 15. Question: How many feet of new wire will have to be run?� Answer: Estimated 50� 16. Question: What kind of cipher lock and quantities are required e.g. X-10 Answer: �This is a camera installation, cypher locks are not required. ------------------------------------------------------------------------------------------------------------------------ SCHEDULED SITE VISIT PROCEDURES:�A Site Visit has been scheduled for�WEDNESDAY, 24 JULY 2024�at 10:00AM EDT.�Please monitor this SAM.gov notice for any potential changes to the site visit date/time. Anyone interested in attending this site visit must complete the attachment �439AW FORM 1�. Email the completed form to Alex Arnold Contracting Officer (alex.arnold.4@us.af.mil) no later than Wednesday, 17 JULY 2024 at 2:00PM EDT. A DoD Safe Link may also be requested. NOTE: ALL ATTENDEES WILL REQUIRE A TEMPORARY PASS ISSUED BY SECURITY FORCES PRIOR TO ENTRANCE ONTO THE BASE.� ESCORTING OF VEHICLES BY WARB PERSONNEL IS PROHIBITED. Attendees are instructed to meet at the Visitor Center located at 20 Patriot Avenue, Westover ARB, Chicopee, MA, 01022-1507 (Westover Road Gate) ONE (1) HOUR PRIOR to scheduled site visit to allow time for processing of passes. Valid identification is required.� Entrance can be denied for those who are late and without proper identification. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)��� Solicitation number FA660624Q0013, is hereby issued as a Request for Quotes (RFQ) for the Munitions CCTV Installation. A contract will be issued without discussions as a Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures. (iii)��� This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2024-03 and the Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 20240530. It is the contractor's responsibility to become familiar with applicable provisions and clauses by visiting https://www.acquisition.gov/. (iv)��� This solicitation is a 100% small business set aside and is restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) is 561621 � Security Systems Services (except Locksmiths); Small Business Size Standard is 25 million dollars. (v)��� Vendor MUST provide unit & total price per CLIN as well as totals for base and option years as outlined in the attachment ""Solicitation CLIN Schedule (Fillable)"". (vi)�� Description of Requirement: Munitions (building 8840) CCTV system in accordance with attachment �Statement of Objectives � Cameras�. (vii)��� Acceptance is FOB destination: 439 MXG CC, 350 Hangar Avenue Suite 203, Box 21 Westover ARB, Chicopee, MA 01022. (viii)�� Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Quotes must include the following information: Pricing, Company Name & Address, Point of Contract, Telephone, Email, Cage Code, UEI Number, and Business Size. Unless already completed on SAM.gov as part of annual certifications, vendors MUST certify provision 52.204-24 and 52.204-26 by completing the attached PDF titled, �FA660624Q0013 Clause Set (Fillable)� and submitting it with their quote. Vendor Solicitation amendments, if any, need to be acknowledged. (ix)��� Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This requirement will be awarded on a basis of Lowest Price Technically Acceptable (LPTA). Price - Total evaluated price will be used and will be calculated by determining the sums of CLINS 0001, 0002, 0003, 0004, & 0005. Technically Acceptable - quotes will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, vendors MUST submit data sheets for each camera and DVR that demonstrate compliance with all specifications and requirements outlined in the attachment �Statement of Objectives � Cameras�. Failure to provide data sheets may cause a determination of �Not Technically Acceptable� and quote may no longer be considered for award. Price and technical will be weighed equally and any vendors who do not provide evidence of completion for work of similar scope and size will receive an unacceptable rating. (x)��� Unless already completed on SAM.gov as part of annual certifications, Vendors MUST certify provision 52.212-3 - Offeror Representations and Certifications-Commercial Items by filling in the appropriate fields in attached PDF titled, �FA660624Q0013 Clause Set (Fillable)� and submitting with quote. (xi)��� Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii)��� Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.� (xiii)��� IAW FAR 52.204-16, prospective awardees shall have an active Cage Code prior to award of a government contract.
