B.4 STATEMENT OF NEED GENERAL: The James A. Haley Veterans Hospital, located at 13000 Bruce B. Downs Blvd, Tampa, FL), requires eye lane equipment. These units have demonstrated reliability across the VA Network. The TONO-PEN tonometer is designed to measure intraocular pressure (IOP) during standard eye examinations or when there is a suspicion of elevated intraocular pressure. BACKGROUND: The James A. Haley Veterans Hospital seeks to acquire new equipment to support the eye lane. The current equipment has reached the end of its life cycle and requires replacement. PURPOSE: This advanced tonometer is essential for accurately measuring intraocular pressure (IOP) during eye examinations, facilitating timely diagnosis and management of ocular conditions. The acquisition of the Tono-Pen Avia will enhance the hospital's capability to provide high-quality eye care to veterans, ensuring that they receive the most reliable and effective diagnostic tools available. This equipment will replace outdated units that no longer meet clinical standards, improving patient outcomes and operational efficiency within the eye care department. SCOPE: This is a name-brand-or-equal requirement. The vendor must provide the Tono-Pen Avia Tonometer or equipment equal to the physical characteristics. The Tono-Pen Avia Tonometer must meet the latest industry standards for accuracy and reliability in measuring intraocular pressure (IOP). It should be portable, user-friendly, and suitable for clinical and outpatient settings. The hospital requires nine units of the Tono-Pen Avia Tonometer or an equal product to adequately equip the eye care department and ensure availability for multiple examination lanes. The procurement will include training for clinical staff on the proper use and maintenance of the Tono-Pen Avia and ongoing technical support from the manufacturer to address any operational issues. The equipment must have a standard manufacturer warranty covering parts and labor, ensuring long-term reliability and support. The selected vendor will be responsible for the timely delivery of the equipment, ensuring that it is fully operational and integrated into the hospital's existing systems.
