Description
The Naval Facilities Systems Command Northwest (NAVFAC NW) intends to develop an economically viable energy project that will reduce carbon emissions and including (but not limited too): � Replacement of Natural Gas (NG) units/systems including NG Water boilers with commercial Air to Water Heat Pumps, NG Domestic Hot Water (DHW) Heating System with hybrid Heat Pump Domestic Hot Water Heating System and Supplemental Electric Resistance Heating, NG Chillers with Commercial Air to Water Heat Pumps, and NG Heaters with Split Heat Pump systems. � Installation of Variable Frequency Drives (VFDs) on Air Handling Units/Make-up Air Unit (AHU/MAU) Supply and/or Return Fans. � Repair of the current Industrial Control System (ICS) Direct Digital Control (DDC) system with follow-on system commissioning. Installation of new control systems as required for certain proposed ECM�s within this UESC, e.g. heat pumps, VFD, VRF, smart valves, etc. � Replace building electric Space Heaters with more energy efficient Air Source Heat Pumps. � Improvement of roofing R-value in buildings with high bay ceilings by applying expanding foam insulation as well as installation of window film. � Replacement of Walk-in Refrigeration with more energy efficient units. Installation of automatic pool cover to reduce wear on the facility, pool dehumidifier, and HVAC equipment, when pool is not in-use. Replacement of the pools NG dehumidification system with a high efficiency electric model that is suitable for a saline environment. NAVFAC NW seeks information from interested utilities regarding the use of a Utility Energy Service Contract (UESC) at Naval Station Everett. We are surveying the interest of all electric, natural gas, and water distribution utilities serving Naval Station Everett, WA. NAVFAC NW intends to award a UESC Task Order under the GSA areawide contract (AWC). In the absence of an AWC, NAVFAC NW seeks market comments regarding the potential use of an independent stand-alone UESC contract. UESC requirements typically include the following: � A Preliminary Assessment (PA) offered at no cost to the Government. � Financing (if applicable) must be competed. � If the utility is going to subcontract to an Energy Service Company (ESCO) partner, the opportunity must be competed. � DOE�s eProject Builder (ePB) is required for Task Order schedules, and they should be provided for the PA, and at the 50% and 90% completion points of the investment grade audit (IGA), as appropriate for the specific UESC project. � Format and requirements for PA and IGA will be discussed at a later date. For purposes of qualifying under this notice, an entity must meet the definition of servicing utility before an agreement can be initiated. Energy conservation measures shall be evaluated, via a no-cost preliminary energy audit. The preliminary assessment will require on-site building investigation(s) and evaluation(s) to determine if any significant energy conservation opportunities exist and whether further detailed energy analysis is warranted. The Government may elect to proceed with further phases under the UESC which include, but are not limited to, the investment grade audit phase and the implementation phase. The process requires that the responsible utility must have the ability to provide or obtain financing on terms at least as good as those available to customers in a comparable service class, or with a comparable risk profile. Therefore, contractor will not receive compensation until completion of the implementation project, and payments will be based on a long-term (20-25) year amortization schedule. Interested Servicing Utilities for Naval Station Everett may identify their interest and ability to meet requirements stated herein and may submit a state of corporate capability. The submission must include the NAICS and Cage Code. Responses to this posting must be submitted to kevin.r.lovett.civ@us.navy.mil in PDF no later than 5:00 PM Pacific Time on August 2, 2024. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. All Narratives shall be no longer than twenty (20) pages in length. Any pages after page twenty will not be evaluated. This sources sought is not an award for work and does not constitute authorization to proceed with any work. If your company is prepared to offer a UESC, we would like to meet with your organization.
