- Introduction This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Project Summary The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Immunogenetics (LIG) of the Division of Intramural Research (DIR), is seeking a Sony (ID7000) Spectral Flow Cytometer which is a tool used for a wide range of application in biological and medical research, providing detailed information about cell populations, their characteristics, and functional properties. Specifically, NIAID, VRC is seeking a spectral flow cytometer that can perform the following applications: Need for one (1) spectral flow cytometer. This instrument should include the following: 1. The system must be equipped with these five lasers: 355 nm, 405 nm, 488 nm, 561 nm, and 637 nm. 2. The power output of each laser is adjustable by the user. 3. The user has the option of operating with any of these lasers turned off: 355 nm, 405 nm, 561 nm, and 637 nm. 4. All lasers are spatially separated (time delayed). 5. Each laser is coupled to a fluorescence detection array that is dedicated to that laser only. 6. Provides a user-operated system that automatically optimizes the optical alignment. 7. Detection arrays have a minimum average of 29 fluorescence detectors per laser. 8. Supports simultaneous detection of at least of forty-two (42) individual fluorescent parameters. 9. A spatially separated 320 nm laser, coupled to a fluorescence detection array dedicated to that laser only, may be added to the system by a field upgrade. 10. Uses fluorescent calibration/QC beads to monitor instrument function and performance. QC results can be tracked over time within the ID7000 software or exported in .csv format. 11. Has a Standardization Mode of operation, in which, the signal output of each detector array is adjusted daily to meet the criteria set by a fluorescent calibration bead. Standardization Mode maintains consistent data output from each ID7000 over time and provides uniform data output from multiple ID7000 instruments. 12. Has a fluidic system that automatically supplies sheath fluid from a 10-liter tank. 13. Includes an automated sampling system that supports 5 mL tubes, 96-well plates (flat-bottom, v-bottom, and u-bottom), 96-well plates (mid-depth), 96-well plates (deep-well), and 384-well plates. 14. Is equipped with an integrated thermoelectric sample cooling that works with 5 mL tubes, 96-well plates, and 384-well plates. 15. Provides automated cleaning from a dedicated cleaning fluid station that holds 5 mL tubes. 16. Provides the option to automatically clean and shutdown after acquiring data from a rack of 5 mL tubes, a 96-well plate, or a 384-well plate. 17. Provides individual sample agitation with these three options: 1) once, 2) periodic, or 3) continuous sample agitation during data acquisition. 18. Provides a low dead volume mode that leaves less than 5 ?L of sample in the tube or well. 19. Provides automatic clog detection and remediation during data acquisition. 20. Applies spectral unmixing in real-time during data acquisition. 21. The software has tools with which the user can manually adjust the spectral unmixing settings to correct discrepancies between the spectral references and the stained multi-color samples. 22. The software has a tool with which the user can dissect the autofluorescence of unstained cell samples, identify multiple autofluorescence sources, and calculate a spectral reference for each source. 23. The software supports functions relevant to 21 CFR Part 11. These features include user-defined templates that provide an electronic and human readable audit trail that tracks all changes made during data acquisition and analysis. 24. The vendor must deliver and set-up the unit at 5625 Fishers Lane, Rockville, MD. 25. The vendor must provide multi-user, on-site training at 5625 Fishers Lane, Rockville, MD. Anticipated Period of Performance It is anticipated that an award will be made on or about September 27, 2024. Delivery of equipment will be required as soon as possible. Capability Statement/Information Sought If your organization has the potential capacity to provide a spectral flow cytometer which meets the minimum salient characteristics listed above, please provide the following information: 1. Organization name, address, point of contact, email address, website address, telephone number, UEI number 2. Type of business (e.g., 8(a), HUBZone, Other than Small, etc.) pursuant to the applicable NAICS code 3. Identification of any Best-in-Class contract vehicles including Government Wide Acquisition Contracts (GWAC) (e.g., GSA schedule, NITAAC) they may possess or are aware of that would support this possible requirement. If your organization does not provide the products/services under a GWAC, please identify availability as OPEN MARKET ONLY. 4. Tailored capability statement addressing the capability of the instrument to meet NIAID�s minimum salient characteristics. Capability document shall be no more than six pages. 5. Place of manufacture for the Instrument and if applicable, any accessories/components. If the instrument is made outside of the United States, please indicate if it is TAA compliant. 6. Evidence that the organization is an authorized reseller or manufacturer of the instrument. Only Original Equipment Manufacturer (OEM) products are acceptable. 7. Please provide information on the sustainability of the equipment and any associate parts. Are any parts of the system ENERGY STAR? Furthermore, are there any sustainability practices used in manufacturing the instrument system? Submission Instructions Interested businesses who consider themselves qualified to provide the above listed spectral flow cytometer are invited to submit a response to this Sources Sought Notice by August 8, 2024, at 3:00 PM EST. All responses under this Sources Sought Notice shall be emailed to Hershea Vance at hershea.vance@nih.gov. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
