- Description
- The National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science (NCCOS) Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Applied Climatologists to provide Synoptic-based modeling and tool development to address ecosystem and fishery resilience for a number of high priority sites. For this study the contractor shall assess the role of several physical atmospheric and oceanic drivers that influence regional coastal environmental conditions which will then be scaled to local and Chesapeake Bay- wide fishery population metrics. Modeling and tool prototypes will be developed, portable to other site locations and high priority areas. Expected outcomes of this work include 1) tractable environmental indicators and models linking climate and weather variations to blue crab recruitment and resilience; 2) a summary report of findings and recommendations for Chesapeake Bay fishery managers; and 3) refereed journal article manuscripts on weather- water linkages and ecosystem resilience indicator modeling. The North American Industry Classification Code (NAICS) for this acquisition is 541620, Environmental Consulting Services, with a business size standard of $19.0M. Applied Climatologists, Inc. is a synoptic climatological expert with a specific and unique expertise in understanding regional weather factors and human- health and well-being impacts. They are part of a unique laboratory devoted to understanding human and ecosystem health- related impacts from climate variability and weather forcing. Applied Climatologists has 25 years of extensive experience for addressing health-related impacts using synoptic climatological methods. The synoptic analysis, modeling, and expert interpretation will be needed to adequately quantify weather patterns, temporal and spatial scales for determining critical links to coastal environmental conditions and events, precursors to such events, and understanding the connections between atmospheric variability and fishery impacts from such events. Strong technical expertise and skills related to environmental response to atmospheric patterns are acquired from long term experience and familiarity with meteorological characteristics, trends, and statistics. With Applied Climatologists� expertise and progressive approaches, human health and infrastructure impacts can be easily and efficiently identified, and unique patterns recognized. The contractor has an extensive and unique working expertise that is needed to fulfill these minimum requirements. They are the only known contractor with this level of expertise to make them qualified to conduct these services. This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on August 8, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
